- Academy Fencing SOW This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, with additional information included in this notice under FAR Part 13, Simplified Acquisition Procedures, and FAR Part 36, Construction and Architect-Engineer Contracts. The solicitation number for this acquisition is: 483-13MR-7238 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68. The Mine Safety and Health Administration intends award a contract for asphalt paving as identified in the attached Statement of Work. All work will be performed under a single firm-fixed price construction contract, to a single contractor; wages shall be subject to the Davis-Bacon Act. This announcement constitutes the only solicitation; and proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED, AND TELEPHONE REQUESTS OR FAX REQUESTS WILL NOT BE ACCEPTED. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE www.fbo.gov WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION. All vendors should pre-register with System for Award Management (SAM) at https://www.sam.gov. The solicitation number for this acquisition is: 483-13MR-7239 and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68. The NAICS code is 238990, All Other Specialty Trade Contractors. The small business size standard is $14 million. The magnitude of this project is approximately $20,000. The Mine Safety and Health Administration has a requirement to remove and construct approximately 312 feet of fence along the West Virginia Academy. This acquisition is 100% set aside for small business concerns. The Mine Safety and Health Administration (MSHA) intends to issue a firm fixed price contract to a single contractor for the West Virginia Mine Academy fence replacement. The complete description of the Schedule of Items can be found on the attached Statement of Work. Pricing should be reflect fully burdened labour, and include material, delivery, and installation. Weather conditions will be a determining factor in deciding the period of performance and the start date, project completion goal is no later than October 15th. This solicitation is intended to be a "Best Value" procurement with past experience to be equal to price in the selection of the most responsive, responsible offeroror. Award may be made to a firm other than that offering the lowest price. Any interested firm shall be able to provide a list of previous jobs showing experience in completion of the work described above. Questions on this solicitation are due no later than 12:00pm (noon) August 16, 2013. Deadline for Quotations is Friday, August 23, 2013 at 3:00 pm.
