- I. Introduction and Purpose: This is a ‘Notice for Sources Sought' for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 10-Market Research, and, is supplemented with additional information. This is not a solicitation and request for proposals, proposal abstracts, and quotations. This is not an invitation for bids. This Government Issuing Agency and Contracting Office, on behalf of the Government Requiring Agency, seeks to obtain information regarding the interest and capability of any qualified business source to successfully meet the Government's requirements described in this notice. II. Business Interest and Capability: The purpose of this ‘Sources Sought Notice' is to allow any interested and capable business to identify itself and its capabilities. Thus, the Government is seeking capability statements from capable businesses including, but not limited to, the following types: 8(a), Veteran-Owned Small Business, Services-Disabled Veteran Owned Small Business, Historically Underutilized Business Zone Small Business, Small Disadvantaged Business, Women-Owned Small Business and Large Business. A business shall use its capability statement to demonstrate that: 1. The business possesses the capabilities to successfully meet the Government's requirements described in this notice; and, 2. The business is competitive in terms of quality, delivery, and market prices. Based on the business responses received, or not received, to this notice, the Government's requirements may be solicited as a 100% Full-and-Open Competition or a type of set-aside. III. Background: Due to the strict time requirements of producing short-lived radiotracers for human subjects, we require timely service in the event of an instrument problem. Our previous service contracts have provided us with same or next day service which is critical to keeping our operations running. The service engineer must have a working knowledge of the interface with the radioactivity detectors and be able to work within our unique setup in the hot cells. We maintain a stock of common replacement parts, but we also rely on the service engineer to provide additional parts and refurbishment of existing parts to extend their lifetime. We also require knowledge of the outdated computer systems used to control the instruments, as the software will not run under newer operating systems. IV. Scope: The HPLC Systems are manufactured by Beckman Coulter. ModelSerial # Components 1262412115 126, 168, 7725i, 32Karat, SS420X 1262612191 126, 166, 7725i, 508 126P2411096 126P,168, 508 126P2411097 126P,168, 7725i, 32Karat 1262612190 126P,168, 7725i, 32Karat 1262612188 126, 168, 7725i, 508 1262712192 126, 168, 508, 32 Karat, SS420X 1263322358 126, 166, 32 Karat, 118, SS420X 1263422359 126, 166, 32 Karat, 118, SS420X 1263422360 126, 166, 32 Karat, 118, SS420X 1263422361 126, 166, 32 Karat, 118, SS420X 1263422362 126,166,32 Karat,118,SS420X,7725i 1263522367 126, 166, 32 Karat, 118, SS420X Each system also contains a PC running Windows XP and the Beckman 32Karat software. - Each system has one 126 and/or one 118 solvent module (6 systems have both) - Each system has one 166 variable single wavelength or one 168 photodiode array UV detector - Three systems have a 508 autosampler - Nine systems have a Bioscan Flow-Count radioactivity detector interfaced through a SS420x box - Each system is controlled by an IBM PC running WindowsXP and the 32Karat HPLC software (three pairs of systems share a computer) Eight of the systems are installed in our radiochemistry laboratory and are used for purification and analysis of radiolabeled compounds that are used for PET imaging of human subjects in ongoing clinical trials as well as for research and studies in animals. It is critical for us that these instruments are maintained in working order at all times: the radiotracers have a half-life of either 20 min (carbon-11) or 109 min (fluorine-18) and are produced immediately prior to injection of the subject for the PET scan, so there is no opportunity for delay in the event of an instrument problem. The studies and research work are scheduled up to 6 weeks in advance and some subjects travel to NIH from all over the country to be present for their scan, so a last-minute cancellation is something we must try to avoid at all costs. Of these eight systems, six of them are installed inside lead-shielded hot cells and the UV detectors have been modified to allow them to be placed inside the hot cells - cables and tubing have been extended so the monochrometer is separated from the rest of the unit, and the flow path altered to include a radioactivity detector and multiple switching valves. V. Work Requirements and Task Description: The business shall demonstrate detailed knowledge, skill and abilities regarding the work requirements as follows: The business shall provide comprehensive service, to include labor and travel, according to the work requirements as follows: a. Provide telephone/email support for diagnosis of covered equipment malfunction(s). This support will be provided during the hours 9:00 A.M. and 5:00 P.M. Eastern Standard Time Monday through Friday, excluding Federal Holidays. b. Provide an on-site preventive maintenance check and required repairs for each covered system once during the coverage period. c. When a service call is initiated by the Government, the contractor shall contact the Government's lab to gain a more complete understanding of the problem, recommend diagnostic tests and, interpret the results with the Government. d. When a service call is initiated for a critical piece of covered equipment (hot cell production systems), the contractor is requested to provide same-day or next-day on-site service. e. If the equipment malfunction is due to a damaged component part that must be ordered from the manufacturer, the contractor shall provide loaner parts whenever possible f. If the equipment malfunction is due to a damaged component part that may be repaired (including but not limited to: flow cells, check valves, and monochrometer units), the contractor will provide timely repair/refurbishment of these parts. g. If the equipment malfunction is due to a computer hardware or software issue, the contractor shall provide repair service or advise the user on how to obtain the needed repair. The contractor must be familiar with the Beckman software licensing process. h. If the problem cannot be resolved in a single service visit, the contractor will address the next steps to be taken with the user before leaving the Government site. i. Period of Performance: One year j. Place of Performance: Diagnosis and most repairs will take place in the Government's lab. Refurbishment of component parts may be performed at the contractor's site provided suitable replacement parts have been arranged. VI. Period of Performance: Base Year: 1 year from the date of award. VII. Response: Any interested and capable business shall submit its capabilities statement tailored to this ‘Sources Sought Notice'. The capabilities statement shall clearly define the interested business' capabilities using an Adobe PDF or Microsoft Office document which limited to 15 pages total. Any interested and capable business shall ensure that its response is accurate, complete, and sufficiently detailed to allow the Government to assess the business' capabilities. The interested business' capabilities statement shall include the interested business' accurate and complete DUNS Number, Legal Business Name, "Doing Business as Name", Physical Address, Point of Contact Information, applicable North American Industry Classification System Code, Type of Business, and Business Size. Responses shall be submitted ONLY to Mario.Gray@nih.hhs.gov by the closing date of this ‘Sources Sought Notice'. VIII. Legal Considerations: The Government is under no obligation to acknowledge receipt of a response or to provide feedback to a response to this ‘Sources Sought Notice". This notice does not obligate the Government to award a contract or order to a respondent to this notice or pay for the information provided by a respondent to this notice. A respondent whom provides classified, confidential, proprietary, or/and sensitive information, does so entirely at its own risk and without the Government being subject to liability. The Government reserves the right to use information provided by any respondent for any purpose the Government deems appropriate and lawful. The Government reserves the right to use information provided by any respondent for any later announcement, notice, solicitation or/and synopsis.
