Description
CONTRACT INFORMATION NAICS 541310 (Architectural-Engineering Services) applies to this acquisition, with a size standard of $7.0 million. The General Services Administration intends to contract with one Architect-Engineer (A-E) firm to perform the design services needed to construct a new marine facility. The new marine facility will consist of a marine support administrative building (estimated construction area of 3,700 square feet), boat maintenance/storage hangar with hurricane tie downs (estimated construction area of 5,240 square feet), exterior vehicular parking spaces, and outdoor lighting, as well as physical security equipment and infrastructure, including but not limited to, CCTV, Intrusion Detection Systems, Perimeter Security Fencing, and a Secure Motorized Entry Gate, as required by CBP Internal Affairs (IA) Security Management Division (SMD). The Brooks Act (40 U.S.C. 1101-1104) and Federal Acquisition Regulation (FAR) Part 36 architect-engineer selection procedures will be followed to competitively award one stand-alone, firm-fixed-price contract. This is a 100% Small Business Set-Aside. A Request for Proposal will be submitted to the firm deemed to be the most technically qualified after a selection process has been completed. To be considered for award, the A-E must be registered in the System for Award Management (SAM) database. Information on registration requirements can be obtained at https://www.sam.gov. Failure to register in this database may render your firm ineligible for award. BACKGROUND AND REQUIRED SERVICES: This acquisition is for an Architect-Engineer to prepare the designs for a new marine facility in Ceiba, Puerto Rico, for the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP) Office of Air and Marine (OAM). The marine unit will be located near the town of Ceiba, Puerto Rico, which operates as the former Naval Station Roosevelt Roads (NSRR) that is currently decommissioned by the U.S. Navy. The parcel of land, designated Parcel 46, is now owned by CBP to continue access to its boat docks/ramps that are located on the south side of the property entering the body of water Ensenada Honda, a large, naturally protected harbor. The property is located on the south side of Forrestal Drive and consists primarily of a vacant lot; however, it is improved with two lighted boat piers and a boat launch. Parcel 46 at the former NSRR was recently acquired by CBP from the U.S. Navy (USN) under the Base Realignment and Closure property disposal process. The new marine facility will be constructed on Parcel 46, portions of which are located in a flood plain and on fill. A large mangrove wetland is present along the western property boundary. The USN is responsible for the continued investigation and cleanup of these sites. CBP must adhere to land use restrictions to include: no disturbance of ground water flow including dewatering; and no installation of well or removal/damage of existing wells. The findings from a Phase II Environmental Site Assessment of Parcel 46 indicate a low concentration of petroleum contamination in site groundwater CBP intends to construct the new marine facility above the flood plain so that it meets the land use restrictions and minimizes disturbance to site soils. CBP is working with an independent environmental-engineering firm to analyze potential impacts to the human and natural environment associated with the construction of the new marine facility at Parcel 46 and to present its findings in the form of an Environmental Assessment. GSA's goal is to provide CBP with a facility that will meet their current security requirements and to provide additional space to meet their expanding mission. The new facility should make a distinct architectural statement that is responsive to a functional space that meets CBP's operation, but that will also be an energy efficient facility with the goal of achieving a LEED Gold rating. The A-E will design and develop construction documents for the new building and boat maintenance/ storage hangar, as well as a parking facility, lighting, and physical security equipment and infrastructure. The design phases will be as follows: Base Design Services - Pre-Design/3 Concepts/Final Concept Design Phase 35% Design Development Phase 6 5% Construction Documents Phase 9 5% Final construction Documents Phase Final (100%) Construction Documents Phase Construction Delivery Phase - Site Visits Turnover Process (punch-list, review commissioning reports, etc.) Closeout Phase - Conformance Documents Punch-list Signoff CONTRACT PERIOD The period of performance for the resulting contract will be 120 weeks from the date of contract award. TECHNICAL EVALUATION CRITERIA The A-E selection will be completed in two stages. In Stage 1, interested firms will submit Architect-Engineer Qualifications on a Standard Form (SF) 330, including a portfolio of accomplishments that establishes the capabilities of the offeror and their proposed team (see factors below). A short list of no less than three (3) firms will be established. In Stage 2, the short listed firms will be interviewed. The submittals for Stage 1 will be evaluated by a selection committee of General Services Administration (GSA) and the U.S. Customs and Border Protection (CBP) personnel based upon the criteria below. Each criterion will be given the same weight. Each firm must demonstrate their (including their subcontractor) qualifications with respect to these selection criteria. An SF 330 will be submitted and will be evaluated to determine the most highly qualified firm/team based on the information provided. Failure to provide the required data or to comply with the instructions in this synopsis and the SF 330 instructions could result in a firm being considered less qualified or eliminated from consideration. Factor 1 - Professional Qualifications (SF 330, Part I, Section E) Professional qualifications will be required in the following disciplines: 1. Registered architect (must be registered to practice in the Commonwealth of Puerto Rico) 2. Licensed mechanical engineer 3. Licensed civil engineer 4. Licensed fire protection engineer 5. Licensed structural engineer 6. Certified corrosion specialist, with a minimum requirement of the National Association of Corrosion Engineers (NACE) certification as a Materials Selection/Design Specialist. 7. Security professional with design experience of modern security systems. 8. Certified environmental specialist. 9. LEED Accredited Professional (AP). At a minimum, the selected firm will have all necessary licenses and certifications as required. Factor 2 - Specialized Experience and Technical Competence (SF 330, Part I, Section F) The A-E firm must demonstrate experience and knowledge on projects similar in size, scope, and complexity. A project will be considered similar if the project has enough characteristics or similarities in common with this project that it can be deemed comparable. The evaluation will consider up to three (3) projects, at least 100% complete, within the past five (5) years of the A-E Principal-in-Charge, the A-E Project Manager, the A-E Code/Specifications Expert, and the A-E Security Expert, either individually or collectively as a team. The A-E must demonstrate familiarity with the Caribbean business environment, particularly in Puerto Rico. Factor 3 - Capacity to Accomplish the Work in the Required Time (SF 330, Part I, Section H) The time frame required to complete all stages of design, from Design Concepts through 100% Design Documents, is 40 Weeks, which includes GSA and CBP review periods. The total period of performance of the resulting contract will be 120 weeks. The A-E is requested to provide the following documents: 1. An organization chart indicating your proposed team. 2. A narrative description of your team's capabilities and techniques to accomplish the work of this contract in the required time frame above. The narrative description shall not exceed two (2) single-spaced, 8-1/2"x11" pages, Times New Roman font, font size 12. Factor 4 - Past Performance (SF 330, Part 1, Section H) This factor will demonstrate the offeror's past performance on Government contracts or other private industry contracts with respect to quality of work, cost control, compliance with performance schedules, reputation for reasonable and cooperative behavior, and business-like concern for the interest of the customer. SUBMISSION REQUIREMENTS Submission Procedures It is estimated that a contract will be awarded on or about December 2, 2013. A-E firms that meet the requirements described in this announcement are invited to submit five (5) copies of their completed SF 330 and the information requested below to the following address: General Services Administration Attn: Ann Fleckenstein, PCBG One Denver Federal Center Building 41, Room 111 P.O. Box 25546 Denver, CO 80225-0546 The required form(s) can be obtained at: www.gsa.gov/forms. Note that ALL submissions must be in English. Submissions in other languages will not be accepted. Submittals are due no later than August 26, 2013, at 4:00 p.m., Mountain Time. Submissions received via e-mail or facsimile will NOT be accepted. The total page count of the SF 330, Parts 1 and 2, including all attachments, is limited to 17 double-sided pages (for a total count of 34 pages), numbered consecutively. The SF 330 shall be submitted on double-sided paper, using 12-point Times New Roman style font in narrative elements, and a minimum of 10-point Times New Roman style font in tables. Page size shall be 8.5"x11". All submissions shall be bound or placed in a 3-ring binder. It is recommended that submissions be developed, assembled, and tabulated in a manner that chronologically corresponds to and addresses the Technical Evaluation Criteria above. Note that in the event a submission exceeds the page limitations above, only the first 34 pages will be reviewed. Firms shall state on the SF 330, Block 5b, if they are a small business as characterized in the size standard for NAICS 541310 ($7 million).
