- Posted Date: July 26, 2013 Procurement Office: U.S. Environmental Protection Agency, Superfund RCRA Procurement Operations Division (3805R) 1200 Pennsylvania Avenue, NW Washington, DC 20004 Response Date: August 1, 2013 In accordance with FAR Subpart 6.3, As per the Federal Acquisition Rules (FAR) Subpart 6.3, this justification represents rationale for other than full and open competition for the subject procurement. Under section 6.302-1, only one responsible source and no other source will satisfy the Agency's requirements for this item. Several cheminformatics applications were purchased from ChemAxon this past year through a competitive process. These applications are an integral part of the Environmental Fate Simulator (EFS) that is currently being developed at the Ecosystems Research Division of the National Exposure Research Laboratory. The purchase of perpetual license for Metabolizer will allow the Environmental Protection Agency to extend our reaction pathway simulator in the EFS to predict biotransformation pathways in humans and to run the reaction pathway simulator in batch mode. The renewal of the technical support for an additional year will allow us to upgrade the chemical informatics applications to JChem 6.0, which provide us with enhanced capabilities such as a new chemical structure search engine with better results in shorter period of time. The EFS is based on the integration of cheminformatics applications with state-of-the-art software applications. The cheminformatics applications described provide the ability to enter structures into the EFS, provide calculations of pchem properties, predict the formation of transformation products, and to store this information in a structure-based database. The current purchase order will allow us to update the cheminformatics applications to the newest version, thus enhancing the capabilities of the current EFS. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within five (3) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
