Description
Field Sampling and Analysis Procedures Operation and Maintenance Plan Statement of Work (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued (ii) The Request for Quotation Reference Number is F2N33Q3177A001; The Service Title is Operate Soil Facility at Lajes Field, Azores, Portugal. (iii) This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-67 effective 22 July 2013. (iv) This acquisition will be full and open competition; the North American Industry Classification System (NAICS) code is 562910. Description of Service: Non Personal Service. The contractor shall provide all labor, equipment, material, transportation and incidentals necessary to operate the soil treatment facility in accordance with the attached statement of work, operation and maintenance plan, and the Field Sampling and Analysis procedures. QUANTITY/UNIT OF ISSUE: 12 MONTHS. Offerors shall submit their unit price (per month) and the total extended amount (12 months) (v) The following documents are attached to this combined synopsis/solicitation: Attachment 1 - Statement of Work Attachment 2 - Operation and Maintenance Plan Attachment 3 - Field Sampling and Analysis Procedures (vi) Place of Performance: Lajes Field, Azores, Portugal Period of Performance: 9 September 2013 through 8 September 2014 The following clauses and provisions apply to this acquisition. (vii) Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items (Feb 2012). (viii) FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government requirement (ii) Price Technical is significantly more important when compared to price. To be determined technically capable to meet the government requirement the offeror must submit the following: - A resume for the environmental or chemical engineer that will be responsible for the soil treatment operations. The responsible engineer shall be capable of reading, writing and speaking fluent English and shall have at minimum two (2) years of experience working with environmental issues. - A copy of the laboratory certificate, which will be responsible to provide the soil laboratory Analysis results. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award (c) The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
