- Description: The project is R-22 Refrigeration and HVAC Equipment replacement for the four (4) commissaries and one (1) central distribution center (for a total of five 5 locations) for Defense Commissary Agency (DECA), Okinawa, Japan. The scope of work is to Replace all R-22 refrigeration and HVAC equipment, Refrigeration Monitoring & Control System (RMCS), display cases, compressors, condensing units, controls, walk-in unit coolers/freezers, refrigerant piping, air handlers, chillers, condensing units, controls, piping, ductwork, insulation, and associated equipment. Demolition includes removal and disposal of existing R-22 equipment and refrigerants in accordance with all applicable Host Nation, DoD and Marine Corps regulations. Finishes to include restoration of floors, walls, ceilings. Gondolas and other components required to be removed so that the new equipment can be installed. Electrical work includes new panels, circuits and wiring required to support the new equipment and re-lamping of designated areas with energy efficient T8 ballasts. 1. CONTRACTOR LICENSING REQUIREMENTS: This acquisition will be solicited on an unrestricted basis with full and open competition. Any contract resulting from this solicitation will be awarded and performed in its entirely in the country of Japan. Contractors must be only authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. 2.. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as "Members of the Civilian Component" under Article I(b) of the SOFA. 3. This acquisition will apply for the NFAS 5252.209-9300, ORGANIZATIONAL CONFLICTS OF INTEREST (JUN 1994). The restrictions described herein shall apply to the Contractor and its affiliates, consultants and subcontracts under this contract. If the Contractor under this contract prepares or assists in preparing a statement of work, specifications and plans, the Contractor and its affiliates shall be ineligible to bid or participate, in any capacity, in any contractual effort which is based on such statement of work or specifications and plans as a prime contractor, subcontractor, consultant or in any similar capacity. The Contractor shall not incorporate its products or services in such statement of work or specification unless so directed in writing by the Contracting Officer, in which case the restriction shall not apply. This contract shall include this clause in its subcontractor's or consultants' agreements concerning the performance of this contract. 4. NAVFAC Facilities Engineering Command Far East (NAVFAC FE) intents to solicit Firm Fixed Price Design-Build contract. The scope of work is to Replace all R-22 refrigeration and HVAC equipment, Refrigeration Monitoring & Control System (RMCS), display cases, compressors, condensing units, controls, walk-in unit coolers/freezers, refrigerant piping, air handlers, chillers, condensing units, controls, piping, ductwork, insulation, and associated equipment. Demolition includes removal and disposal of existing R-22 equipment and refrigerants in accordance with all applicable Host Nation, DoD and Marine Corps regulations. Finishes to include restoration of floors, walls, ceilings. Gondolas and other components required to be removed so that the new equipment can be installed. Electrical work includes new panels, circuits and wiring required to support the new equipment and re-lamping of designated areas with energy efficient T8 ballasts. 5. Project is estimated more than $10,000,000. Funding is anticipated for base item, award of option items is dependent upon funding. 6. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at https://asia.neco.navy.mil when it becomes available on or about 06 August 2013. Hard copies will not be provided. It is the contractor's responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://asia.neco.navy.mil. Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM. Interested offerors are encouraged to register as soon as possible. 10. This notice shall not be construed as a commitment by the Government for any purpose.
