Description
This pre-solicitation notice is to inform that the Samuel S. Stratton VA Medical Center in Albany, NY will be posting a solicitation (VA528-13-Q-0439) on or about August 14, 2013 to provide all labor, tools, equipment, materials, services and supervision to perform all work to renovate the existing entrance to the VA loading dock. The location of work is on Myrtle Avenue, across from Knox, at the Samuel S. Stratton Albany VA Medical Center loading dock entrance. Since most of the work is on the City of Albany property, ensure all permits are in order and copies kept at the work site at all times. The VA has an approved right-of-way permit for this work. Demolition work includes removal of existing asphalt, curbing, sidewalk, soil and cast iron tactile warning plates. Renovation work includes construction and installation of new sidewalk, sidewalk ramps, granite curbing, and precast cement tactile warning plates. The new sidewalk must be construction of high-early-strength concrete and covered with road plates until it can withstand heavy delivery vehicle traffic. The work also includes grading, asphalt repairs, concrete repairs, and landscape repairs. The City of Albany will remove the 20" poplar tree within the construction area. Truck access to the loading dock shall be maintained during its' normal hours of operation (7am-4pm Monday-Friday). Follow the City of Albany noise ordinance for work after 10pm. Contractor is responsible to coordinate all vehicular and pedestrian traffic in and about the construction area during all construction activities. All work will be coordinated with VA personnel. It has been determined that there are qualified firms in accordance with Public Law 109-461 that are capable of performing under NAICS Code 237990, "OTHER HEAVY AND CIVIL ENGINEERING CONSTRUCTION", with a size standard of $33.5 M, therefore this procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses. The estimated construction value of this project falls within the range of $25,000 and $150,000. Information regarding the scheduled site visit will be stated in the Solicitation. Bid, performance and payment bonding will be required to respond to this RFQ once released. OBTAINING SOLICITATION MATERIAL Solicitation materials consisting of the Information for Bid Details, Specifications, Drawings and Contract Forms will be available on http://www.fedbizopps.gov in electronic format only. These should be available on or about August 14, 2013. All interested parties (subs & primes) should register at http://www.fedbizopps.gov as an "Interested Vendor" so that others will know of your interest in participating in this procurement. A Bidder's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Add to Watch List"; you will be notified by of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.215-1 Instructions to Offerors - Competitive Acquisition.
