- The Naval Air Warfare Center Aircraft Division (NAWC-AD) Contracts anticipates awarding a Basic Ordering Agreement (BOA) to L-3 Telemetry (L-3) on a sole source basis in support of the Integrated Network Enhanced Telemetry (iNET) Program/Project, which is a tri-service (Army, Navy and Air Force) effort, for development and integration of the enhanced Telemetry Network System (TmNS) required for providing real-time test information between in-flight aircraft and ground engineering personnel. This synopsis is for awarding the first order under the aforementioned BOA to L-3 Telemetry (L-3) on a sole source basis to procure TmNS components implementation/integration and testing. The overall goal is to further define iNET standards that are currently in the draft stage. It is anticipated that the order will be in effect for approximately one (1) year and will include the following CLIN structure: Two (2) Cost Plus Fixed Fee (CPFF) CLINs for the integration/implementation and testing of iNET components, a Cost CLIN for travel, and a Not-Separately-Priced (NSP) CLIN for Contract Data List Requirements (CDRLs). L-3 has been involved in iNET project since 2005 to either test new ideas or to refine previously adopted portions of the draft iNET standards. The effort will require L-3 to continue with their on-going efforts to modify/advance their current designs in place for the components. The engineering prototypes are to be implemented within fully operational devices in the actual environment that they are ultimately to be used. Once built, the engineering prototypes must be verified for their complete compliance with the draft iNET standards, which also requires validating that the standards are sufficiently detailed to achieve the desired interoperability. L-3 is the only firm with the knowledge, expertise, and proprietary technical data required to perform this design and development effort to further advance their existing configuration of the components needed. The Government does not possess the required technical data to compete this procurement.
