- Solicitation number M67854-13-R-5501 will be issued as a request for proposals on a full and open competition basis. The solicitation will be published to the Government Point of Entry, Federal Business Opportunities (FBO), page located at http://www.fbo.gov. The United States Marine Corps requires MRAP Cougar Vehicle Egress Upgrade Kits for their Family of Vehicles (FoV). The Egress Kits required are: 1) a front door system, 2) a rear door system to include new rear steps, and 3) an exhaust upgrade system. The upgrade effort will include engineering the three (3) kits, kit production, technical manual development, logistics support, and configuration management for all upgrade kit components. The delivered egress kits will be integrated on the Cougar FoV by Government personnel. The purpose of the Egress Kit(s) is to increase survivability of vehicle occupants by ensuring personnel can exit after a blast, rollover, and water submersion. This requirement will be negotiated on a full and open competition basis in accordance with FAR 6.101, "that contracting officers shall promote and provide for full and open competition in soliciting offers and awarding government contracts." Contractors must be registered with the Central Contractor Registration database in order to receive attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.bpn.gov/ccr/contractors.aspx A "DRAFT" solicitation will be released to industry for review and comments prior to release of the final RFP. In addition, an Industry Day will be held at Aberdeen Proving Grounds (APG) in order to allow potential offerors to view the Cougar FoVs and obtain vehicle measurements required to prepare a proposal. Dates for these events have not been established yet. Interested sources must download all requirement documents from the website listed. No hard copies of the solicitation will be mailed. All solicitation attachments will be posted to FBO at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date will be posted to FBO as amendments.
