This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of qualified commercial sources technically capable of providing the below: LABKAM SYSTEM Specifications: The LABKAM RUVIS System is a Reflective Ultra Violet Imaging System, used to detect fingerprints on highly reflective surfaces. Its unique technology allows for the visualization of latent prints in casework that would otherwise remain undetected. The LABKAM RUVIS System is the only system with an integrated video system which features a digital video feed in true grayscale and allows images to be captured in a variety of formats, including uncompressed files RAW, TIFF and PNG. This unit features an easy to manipulate column that can be changed in seconds with one hand and allows for easily switching from flat objects to 3D objects. Laboratory examiners are currently trained on the use of the LABKAM as we currently have one system in place. All associated logistics is in place to employ this equipment and associated systems. Finally, the use of any other manufacturer's equipment will significantly impact established practices and approved protocols and would ultimately adversely affect the laboratory's mission, cause re-training and re-writing of procedures, which would require much work. Last year's procurement of one LAKAM System has significantly increased latent print yield in casework. An additional system would increase examiner productivity by enabling multiple examiners to use the system at the same time. Potential offerors having the skills, experience, professional qualifications, and capabilities necessary to perform the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements shall not exceed three (3) pages and must include the following: 1) Company name and Point of Contact information (address, telephone, e-mail, web-site, etc.); 2) DUNS number and CAGE code; 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.); and 4) Familiarity and knowledge of requirement. Contract Type - A Firm Fixed Price Contract is anticipated. Period of Performance -01 Oct 2013 through 30 Sep 14 Responses are due no later than 2:00 pm EST, 31 Jul 2013, and shall be electronically submitted to patricia.a.early10.civ@mail.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. All inquiries must be made in writing.
