- The Naval Criminal Investigative Service, intends to award a sole source firm fixed price purchase order to Neustar IP Intelligence. for renewal of yearly maintenance services that support NCIS. This requirement has a North American Industry Classification System (NAICS) of 518210. DATA PROCESSING, HOSTING, AND RELATED SERVICES For this contract action the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within two (2) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.The proposed requirement is to acquire software and support for the Neustar IP Intelligence with unlimited queries per month. There are no other U.S. distributors listed for the Newstar IP Intelligence or vendors that provide the IP geolocation information compatible with the software developed by Boeing-Autometric. Since the Boeing-Autometrtc contract has been completed, the renewal of licensing and support will transfer to NCIS. The requiring activity has conducted a market survey. The requiring activity has determined that no other manufacturer can provide the required software or maintenance licenses.
