- The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm-fixed priced purchase order for the provision of services, as directed by the COR, for various testing, tuning, troubleshooting and repair of the Public Address/General Alarm System aboard the T.S. KENNEDY. Potential Offeror is to accomplish the following: •1. Provide the services of a Multicom service technician to perform various testing, troubleshooting, tuning and repair of the ship's Public Address/General Alarm System. •2. Identify and correct any shorts/grounds for each of runs of speakers identified on Reference A. •3. Provide for and replace 4 of the rack mounted amplifiers •4. Provide for and replace 10 interior ceiling mount speakers. •5. Provide for and replace 5 interior horn type speakers. •6. Provide for and replace 5 exterior horn type speakers. •7. Provide the services of a Multicom service technician to prove operation of the system in accordance with the attached test procedure. Period of Performance: Schedule services is to be September 04, 2013 through October 1, 2013 Attachment #1 - Request for Quotation Attachment #2 - Pricing Quote Sheet Performance Location: T.S. KENNEDY Massachusetts Maritime Academy 101 Academy Drive Buzzards Bay, MA 02532 SHIP CHECK - SITE VISIT A pre-quote conference and site visit will be conducted onboard the T.S. KENNEDY at 10:00 a.m. ET, located at its layberth located at Massachusetts Maritime Academy, 101 Academy Drive, Buzzards Bay, MA 02532. WHEN: Tuesday August 06, 2013 POC: Mr. Jeffrey H. Brown, Contracting Officer's Technical Representative, phone 757 ‐ 694-5505; email: Jeffrey.H.Brown@dot.gov, or Ms. Monique R. Leake, Contracting Officer, phone 757 ‐ 322 ‐ 5820; Monique.Leake@dot.gov. This is the ONLY site visit that will be conducted. Quoters are encouraged to attend as failure to attend does not relieve the quoter of accuracy of their proposal and the quoter's responsibility that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost. In order to make the visit as productive as possible, quoters are also requested to submit any questions from the review of the solicitation package or as a result of visiting the site should be submitted in writing (email) to the Contracting Officer by 12:00 p.m. on Thursday, August 08, 2013. Responses determined to be necessary will be issued by amendment to the solicitation package. Responsible sources shall provide the following: - Past Performance information for similar services done in the past three (3) years - Signed SF-1449 and any subsequent Amendments - Price quote which identifies the requested item(s), quantity, unit price, and extended price (Attachment #2) - Prompt Payment Terms - Remittance address, Tax Identification Number, DUNS number All Potential Offerors are required to be a registered vendor in the System for Award Management Maintenance (SAM); formerly Central Contractor Register (CCR). Responses to this solicitation are due Friday, August 16, 2013 at 12:00 p.m. EST. LATE QUOTES MAY NOT BE CONSIDERED FOR EVALUATION. All Quotes are to be e-mailed to Monique.Leake@dot.gov. No faxed quotes will be accepted. Please reference the solicitation number on your quote. BASIS FOR AWARD Award will be made to the responsible acceptable offeror, whose quote is conforming to the solicitation requirements, and offers the lowest evaluated price. ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
