- CONTINUATION PAGE A.1 Questions and Answers 1.Are you able to advise if this is a new requirement or is there an incumbent contractor performing the work? If there is an incumbent, could you please provide the contractor's name and contract number? Answer: This is a new requirement and there is no incumbent. 2.Why will the OB10 system not be used for invoice processing? Answer: Invoices will be processed as described in Section B.1 (Contract Administration Data) of the Request for Proposal (RFP). 3.Can you supply information on the PASS discipline? The PDF link seems to be inoperative. Answer: A word version of the PDF link is attached. 4.Travel costs are not allowed. Is it the intention to limit award to firms in the DC area? Answer: No, awardees are not limited to the Washington DC area, however travel costs will not be reimbursed directly. Section 4.3 of the PWS discusses the place of performance. 5.PASS appears to be a proprietary system. Will there be a bias toward selecting its owners? Answer: The PASS discipline is described to give context to the practices of the PAO in which this work will take place. The contractor is not required to have past experience, licensed use, or be in compliance with the PASS discipline and methods authored and designed by Dr. David Paschane at UMBC and UW. Offerors will be evaluated based on the criteria in Section E. 6.If a Non-Veteran prime receives an evaluation score equal to or slightly higher than the SDVOSB prime, is it the VA's intent to award to the SDVOSB? To allow for an even playing field, will the VA consider removing the clause on page 57 that indicates the order of preference? Answer: The solicitation is set aside for all small business concerns, As VAAR 852.215-70 is derived from Sections 502 and 503 of Public Law 109-461, the clause cannot be removed. The best value decision is derived from all factors listed in the solicitation and will be determined upon award. Please see section E.3 for details. 7.If a Non-Veteran prime teams with a SDVOSB, will the Non-Veteran prime be required to perform 51% of the work? Answer: Any prime contractor will be required to comply with FAR 52.219-14 Limitations on Subcontracting. 8.Will the contractor be required to provide all 6 Key Personnel listed in section 5, given that the contract is only for 1 FTE? Answer: The technical approach, to include level of effort and/or labor mix, is a business decision of the offeror. A.2 ATTACHED: Word version of ".Performance Architectural Science Systems, Performance Leadership," Presented to the European Institute for Advanced Studies in Management, Brussels".
