- ***This is only a SOURCES SOUGHT NOTICE, not a Request for Quotations*** If you can provide equipment that meets the connectivity requirements to the existing Medical Graphics Corporation equipment and software, along with VA network compatible equipment that is equal to the below requirements, please provide the detailed specifications to Dustin Plastow, Contract Specialist. This procurement provides new Indirect Calorimetry (IC) equipment and an upgrade to the current interface software to the HL7, which is currently not functioning because of the need to upgrade. The IC has been determined as the gold standard in measurement of resting energy expenditure (REE) in clinical settings. It uses advanced technology to measure oxygen consumption (VO2) and carbon dioxide production (VCO2) in the most demanding ventilator environment and on patients breathing spontaneously. The current software has been in use since 2010 and requires an upgrade to the new HL7 interface in order for it to work correctly with six (6) MGC Diagnostics units with Breese Suite software. PVAHCS is continually expanding the use of the pulmonary equipment and will connect to the existing server in Information Resources Management (IRM). This acquisition will be set-aside and sole-sourced (under an approved Justification and Approval) to Medical Graphics Corporation, which is a Small Business, on their FSS contract V797P-4220B along with some services on the open market. The requirements this equipment is extremely specialized because of the compatibility requirement to the current equipment and software. Only one potential offeror is a Small Business and all others cannot meet the compatibility/integration requirements. Description of required equipment: Accurate measurement of resting energy expenditure (REE) by indirect calorimetry, generally considered the gold standard in clinical setting. We need an indirect calorimetry that use advanced technology to measure oxygen consumption (VO2), carbon dioxide production (VCO2) in the most demanding ventilator environment, and on patients breathing spontaneously. The equipment will need to have a face tent or mask with built-in computer with touchscreen operation, oxygen and carbon dioxide sensors, and breath-by-breath analysis make indirect calorimeter rapid and simple-while providing highly accurate REE and substrate utilization data. oThe system can test ventilator patients on elevated FiO2 (above 60%) or fluctuating FiO2. oThe system should not be affected by ventilator pressure support/pressure control and bias flow. oThe system can exclude non-steady-state data resulting from patient disturbances or test initiation.
