Responders are solely responsible for all expenses associated with responding to this RFI. INSTRUCTIONS TO VENDORS: This is a request for information (RFI) purely for purposes of market research. Web Based Software Solution Procurement The VHA Office of Telehealth Services overarching goal is to use health informatics, disease management, and telehealth technologies to target care and case management to improve access to care, thereby improving the health of our nation's Veterans. Tied to this goal is the need to effectively and efficiently train VA healthcare workers on the necessary telehealth policies and procedures, and to do so in a way that allows for a high degree of interactivity between trainer/learner/facilitator/peer while minimizing costs, travel, and time out of the field. VHA employees have access to the Talent Management System (TMS) through the Employee Education System (EES) which provides much of the core training, administration, and knowledge management. However, TMS does not offer the facilitated, interactive learning experiences needed to efficiently train VA healthcare workers on Telehealth policies and procedures. The Office of Telehealth Services wishes to implement a hosted web based classroom platform to provide 24/7 access to knowledge and information, and provide innovative ways to foster learning anywhere at any time. The use of the web based training solution provides a number of unique strategic benefits to the VA Office of Telehealth Services: "An increased number of learning opportunities can be delivered to a larger group of learners without the need to travel to different VISNs on a frequent basis. This reduces travel costs and the time lost associated with being out of the workplace for extended periods of time. "Content, resources, job aids, and other information are always available and accessible in one central online place. New content can easily be added by instructors and subject matter experts for just in time learning opportunities. "Program participants have a perpetually available environment to access foundational pre-work prior to participating in a face-to-face workshop. This ensures participants are better prepared and that instructor time is spent covering core content and subjects, and ensuring complex concepts and skills are mastered, rather than spending time on review of basic principles. "Learners have easier access to Subject Matter Experts and to peers who can provide guidance, expertise, and advice out to participants using a variety of built in collaboration tools such as discussion boards, blogs, wikis, virtual chat, and fully synchronous web conferencing. "Content and curriculum can be more easily and centrally stored, standardized and shared, enabling course designers and facilitators to quickly locate and reuse content, develop and deliver assessments, post assignments, and deliver other relevant materials. "VA Telehealth staffs are provided with continuous access to learning experiences where reflection, group work, and facilitator dialogue are available along with online spaces for ongoing collaboration, mentoring, and coaching around state of the art medical practices and health care topics. More importantly, the virtual classrooms provide an integrated mix of synchronous and asynchronous learning activities in combination with dynamic opportunities for collaboration with experts and peers. Asynchronous participation in a virtual course means that the learning process is not conducted in real time. This allows participants to collaborate in online discussions, access learning resources and study curriculum materials or review project assignments anytime during the workday. Participation in scheduled synchronous learning opportunities is also available where learners can collaborate together at the same time in a virtual classroom over the Internet.
