Description
1.INTRODUCTION The Louis A. Johnson VA Medical Center (LAJVAMC) is issuing this request for information/sources sought notice in order to identify businesses that are capable of providing onsite International Classification of Diseases, 10th Edition, (ICD-10) Procedure Coding System (PCS) and Clinical Modification (CM)-ICD-10-PCS and ICD-10-CM-training services. 2.BACKGROUND On January 16, 2009, the Department of Health and Human Services (HHS) published the 45 CFR Part 162 Final Rule for the Health Insurance Portability and Accountability Act (HIPAA) Administrative Simplification: Modifications to Medical Data Code Set Standards to Adopt the International Classification of Diseases, 10th Revision Clinical Modification and Procedure Coding System (ICD-10-CM and ICD-10-PCS) for all healthcare organizations currently using the 9th Edition of the Clinical Modification code set, or ICD-9-CM (also just referred to as "ICD-9"). Presently, ICD-9-CM encompasses both Clinical Modification and Procedure Coding System code sets. On August 24, 2012, the Secretary for HHS published final ruling officially changing the ICD-10 compliance date to October 1, 2014. Implementation of ICD-10-CM and PCS is an immense undertaking, requiring system and business changes throughout all HIPAA-covered entities of the health care industry, including the U.S. Department of Veterans Affairs (VA). All inpatient discharges and outpatient encounter dates on or after the compliance date will require ICD-10 codes as the standard code set for recording and reporting diagnosis and inpatient procedures. 3.SUBMITTAL INFORMATION: Interested parties are being requested to submit the following types of information in response to this notice electronically (i.e. via email) by August 5, 2013: a.Company name, address and point of contact (POC) name, email and telephone number; b.Socio-economic status (e.g., SDVOSB, VOSB, 8(a), HUBZone, etc.) c.Federal Supply Schedule contract number and applicable SIN; d.Capabilities/Qualifications statement that substantiates your company's ability to provide the ICD-10 training services (e.g., prior experience, AHIMA-Approved ICD-10-CM/PCS Trainer); e.Course content information (e.g. syllabus, training plan); f.Onsite training support tools commonly needed/used to provide the training (e.g., computer, overhead projector, etc.); and g.Any other information not specified above but relevant to the procurement of these services (e.g. training materials & books required for participants, average class size, participant assessment tests, etc.) 4.DISCLOSURE This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI.
