Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA786-13-R-0227 to provide Off-site Inscription Services on Government furnished blank granite niche covers for Texas State Veteran Cemetery in Abilene, TX on a Base plus 4 (1) year options contract. This contractor shall provide all labor, materials, packaging and transportation necessary to perform off-site inscription service at their location on government furnished monuments. The contractor shall be responsible for the security and protection of government furnished property provided to the contractor in connection with this contract. This service includes all labor and materials necessary to provide and deliver, FOB Destination, inscriptions on government furnished blank granite niche covers. The contractor shall provide all labor, equipment, and materials necessary to pickup up government-furnished niche covers and deliver completed covers to the cemetery. The contractor shall use covers provided by the cemetery for the purpose of this contract. The Period of performance is the October 1, 2013 through September 30, 2014 with four (4) 1-year options to extend the term of the contract through September 30, 2018 if exercised by the Government. All work shall be performed in accordance with the specifications, drawings, terms and conditions of the contract. This acquisition is 100% Small Business Set-Aside. The NAICS Code is 327991. Size standard of 500 Employees is applicable. The contractor shall have 20 calendar days, excluding federal holidays, as counted from the date following the day an order is sent to the contractor until the monuments are produced and made available to the cemetery. Evaluation criteria for this award will be in the following descending order: 1) Price 2) Technical, 3) Past Performance. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around July 26, 2013. Responses to the solicitation are due by 2:00 p.m., August 13, 2013. Offerors are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps.
