Description
The U.S. Department of Commerce, NOAA/National Marine Fisheries Service, Boqueron, PR plans to negotiate a follow on contract with the Executive Office of the Government of the Virgin Islands for the continuation of training opportunities for Enforcement Personnel from the Virgin Islands Department of Planning and Natural Resources (DPNR). The purpose of this work assignment is to enable the Virgin Islands Department of Planning and Natural Resources (VIDPNR) to continue providing training opportunities to officers with the Division of Environmental Enforcement (DEE) and interpretive rangers working in the St. Croix East End Marine Park (STXEEMP) under the Division of Coastal Zone Management. The additional task is to provide a training opportunity in Florida for enforcement staff as a pilot to determine whether a more formal training program in cooperation with Florida could be developed for VIDPNR. Background The FY12 purchase order required the provision of space for the live Question and Answer session conducted by Forrester University, who was contracted separately to provide DPNR personnel with training under Forrester University's existing Sediment and Erosion Control Master Class, the continuation of SCUBA and the addition of snorkel training for officers, and the continued acquisition of field equipment and creation of fillable forms for use during interventions and when documenting potential enforcement actions. NOAA Fisheries Service is requesting a modification of the purchase order to add funds for an additional task that would continue the training activities begun under the original scope of work. NOAA Coral Reef Conservation Program (CRCP) approves multi-year projects such as this one, only awards their funds on an annual basis. The work under the current contract is part of the previous year's task to provide training for law enforcement officers, specifically training related to the identification of human use impacts to marine and coastal resources, including fishing and boating, toward the development and implementation of a training plan for the Virgin Islands Department of Planning and Environmental Resources (DPNR) enforcement personnel. The modification to the current contract will enable NOAA Fisheries to complete all the tasks and work required by the CRCP as part of the funding requirements associated with the approval of this proposal for promoting environmental enforcement in USVI through increasing the capacity of enforcement officers. These trainings would involve travel to Florida to work with the Florida Fish and Wildlife Commission (FWC), Department of Law Enforcement, and the Florida Department of Environmental Protection (FLDEP), in order to acquire hands-on training related to interventions and grounding response, including restoration. The training would be completed no later than September 30, 2014. Technical Tasks Continuation of Training Opportunities for DPNR Enforcement Personnel This task will require that up to 6 people (up to 2 DEE officers from St. Croix, up to 2 DEE officers from St. Thomas, and 2 interpretive rangers from STXEEMP, depending on funding) travel to the Florida Keys in order to complete hands-on training with FWC and FLDEP. The Fish and Wildlife Commission (FWC) training will involve participation as observers on vessels accompanying law enforcement officers while they do routine patrols in the Upper Keys for approximately 4 days. The FLDEP training would involve accompanying the Lignumvitae Kay Botanical State Park biologist on a vessel to view grounding sites and restoration work associated with these grounding sites for one day. Therefore, personnel would be expected to be in Florida for 7 days (2 travel days and 5 work days as observers). The DPNR participants would be divided into 2 groups, one group would complete the training the first week in the month and the second group would complete the training the third week in of the month 2014. If the selected month of August is not convenient for DPNR personnel, then two alternate weeks will be selected along with the month. The training must be completed over two one-week periods in the summer of 2014 as that is the best time in terms of weather and boating and fishing activity in Florida for the training. NOAA Fisheries Service will work with FWC, FLDEP, and DPNR to develop an evaluation form for the training. Those who complete the training will be expected to complete the evaluations and provide the completed evaluation forms to their supervisor for submission to the work assignment manager. This information will be used to inform the development of future training events. It is hoped that this training will serve as a pilot in order to establish a relationship with Florida for more continuous interactions. The deliverable for this task is the completion of training by up to 6 DPNR enforcement staff (up to 4 from DEE and 2 from STXEEMP) and the submission of completed evaluation forms to the work assignment manager (in hard copy or scanned, electronic copy). Monthly progress reports regarding the development of the training agenda and the completion of arrangements for personnel to attend the training should be submitted to the work assignment manager in electronic form. The deliverables for this work assignment are: The completion of the training by up to 6 persons and the submission of completed evaluation forms in hard copy or scanned, electronic copies to the work assignment manager. Special considerations: The contractor must carry out the work described in this technical task. The project must be completed by September 30, 2014. Payment will be based on the demonstration of work completed through the submission of progress reports and other deliverables as noted above. Firms, who believe they can provide this service, must furnish detailed information, that demonstrates their experience and capability to provide the services, and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of services previously. Interested parties must respond within (7) seven calendar days after publication of this notice. If no affirmative responses are received, the government intends to issue a follow on purchase order to Executive Office of the Government of the Virgin Islands. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Awards Management (SAM).
