- This is a notice of the Government's intent to negotiate a sole source, non-competitive award with UCLA Center for Health Policy Research. This is not a request for a quote; a solicitation document will not be issued and quotes will not be requested. The NAICS (North American Industry Classification System) Code for this acquisition is 611310, Colleges, Universities, and Professional Schools. The anticipated award date is August 15, 2013, and the Period of Performance will be a 12 month Base Year with one (1) 12-month Option Year. Description: The Agency for Healthcare Research and Quality (AHRQ) requires access to the California Health Interview Survey (CHIS) database and assistance with recommendations on compiling data tables from the CHIS database. The UCLA Center for Health Policy Research has been identified as the sole provider for access to the CHIS database. UCLA Center for Health Policy Research's CHIS database is the only identified source for healthcare data that has the capacity to provide information on subgroups of racial and ethnic populations and other small populations including Pacific Islanders, American Indian and Alaska Natives, Asian subpopulations, and many Hispanic subpopulations. The CHIS database is the only database that has the following characteristics that are critical to the requirement: • Identification of Pacific Islanders and Hispanic subpopulations that are more likely to have limited English proficiency as populations that national databases are not designed to address with the required precision; • Oversampling of American Indian/Alaska Natives and Asian subpopulations • Ability to distinguish English from non-English speaking individuals • Largest sample size The information that is needed from the CHIS database requires access to confidential information that is excluded from the CHIS public-use files. Due to public use restrictions, the UCLA Center for Health Policy Research is the sole source for this information. Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
