- Schedule SJU - STT and return Sources Sought Notice - Request for Information (RFI) U. S. Postal Service Air Transportation CMC Washington, DC Intra-Caribbean - San Juan, Puerto Rico (SJU), to St. Thomas, Virgin Islands (STT), and return AIR TRANSPORTATION In accordance with the Postal Service's Supplying Principles and Practices, the Postal Service is issuing a Request for Information (RFI) as a sources sought notice. This is an invitation for potential suppliers to register their interest in providing air transportation and supporting services. Potential suppliers are asked to submit responses that provide information about their companies that may meet or exceed the requirements of the Postal Service. This RFI does not imply a commitment from any supplier responding to the RFI to acquire the services identified by the Postal Service in the RFI. The purpose of an RFI is to provide the Postal Service with useful information in order to assess whether a solicitation will lead to innovative solutions, acquire a better understanding of how our requirements can be met, and determine whether a procurement is feasible and in the best interest of the Postal Service. In addition, the RFI is used to determine if adequate competition exists for the services briefly described herein. The Postal Service is seeking to identify air transportation suppliers interested in providing air transportation services, with the inclusion of terminal/ground handling and scanning services, at designated tender points at origin and delivery points at destination at San Juan, Puerto Rico (SJU) and St. Thomas, Virgin Islands (STT) per the attached schedule. The estimated annual volume is about 6,000,000 pounds. Suppliers should supply the following information in responding to this RFI (the list is not all inclusive): Company overview Subsidiaries, associated companies, code share partners Supplier capabilities Current available services Summary of service offerings based on the RFI general requirements Organizational chart, potential contacts, and any public financial information Past Performance to include references It should also be noted that although a supplier may or may not fully meet the capacity and/or requirements, subcontractors or airline partners are permitted to perform parts of the contract requirements with proper notification to the Contracting Officer as authorized, while working with the primary supplier. Your information and responses to this RFI will be kept confidential. The Postal Service will analyze and review all possible solutions submitted in response to this RFI for information and planning purposes. All required trips of service and aircraft capacity requirements are set forth in the attached schedule. Other basic requirements are listed briefly below: 1. The supplier and any subcontractors must be a Part 121, 125, or 135 certificated air carrier as defined in the Federal Aviation Regulations, Title 14, of the Code of Federal Regulations, whose primary business is direct air transportation, who is engaged in that business on a day-to-day basis, and who has been operating service for a minimum of 90 days prior to contract award. 2. Contract term: January 11, 2014 through April 1, 2016. 3. Service must be performed in accordance with all applicable U.S Federal and local authority transportation laws. 4. Persons who handle the mail must be screened, to include a background check, drug screening, fingerprinting, and must receive a clearance issued by the U.S Postal Inspection Service, the federal law enforcement arm of the Postal service. 5. Strict protection of the mail while in the possession of the supplier shall apply. 6. On-time performance standards will be a requirement based on mail product type. 7. See the attached schedule for the required trips and frequency of service. 8. Electronic scanning of bar-coded mail handling units (parcels, mail trays, sacks, etc.) is a requirement at SJU and STT airs tops within 60 days of start-up of operations. 9. The supplier must demonstrate Electronic Data Interchange (EDI) compliance prior to beginning service under this contract and must use Postal Service-approved EDI methods to transmit scan information from its system to the Postal Service system. 10. Contract pricing and payment will be on a per pound basis depending on the number of pounds of mail actually transported and properly scanned. 11. U.S Department of Labor Area Wage specifications will apply depending upon the status of the supplier as an employer or sole proprietor. 12. The supplier must be certified to transport certain hazardous or perishable products (including mailable live animals) that may be mailed in accordance with U.S Postal Service regulations. The above represents the primary requirements along with the schedule and capacities shown on the attached which are intended to allow an interested party to gauge interest or to inquire further. Other requirements and provisions will apply to any final contract(s).
