- Presolicitation This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Naval Surface Warfare Center, Crane Division has a requirement for three (3) AN/SPS-67 OE-374 ANTENNA GROUPS to be delivered 30 days after contract award. The Government intends to award a sole source, Firm-Fixed-Price (FFP), five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to DRS Technologies, Inc. This requirement will be solicited in accordance with the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source due to the Government's immediate time requirement. Final inspection and acceptance will be at source by a Government Representative. It is anticipated that all items will be delivered FOB destination. The solicitation will not be posted to FedBizOpps; however, the Contractor must be properly registered in the System for Award Management (SAM) to receive an award. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the internet at https://www.sam.gov. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representations and certifications via the SAM website at https://www.sam.gov. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO, NECO and Crane websites for amendments that may be issued to this solicitation. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
