Description
The National Geospatial-Intelligence Agency (NGA) is in the need to procure training and certification for its IT Services Directorate. The training and certification requirement is to provide for the delivery of a competency-based commercial course that provides an ITIL Foundation course that will prepare the student to take the ITIL Foundation Certification exam and the delivery of the exam and resulting certification documentation. The students shall be able to identify and develop IT processes using ITIL terminology and concepts, explore the components of service management processes and recognize the importance of IT and business integration. This training, exam and certification shall be provided to the NGA West (St. Louis, MO) and NGA Campus East (NCE) (Springfield, VA) government employees. This training will commence in the 3rd quarter of FY13 and conclude no later than 1 November 2013. After completion of this training, employees shall be able to utilize the ITIL processes, terminologies and concepts. REQUIREMENTS: Course Materials: The contractor instructor shall provide all pre-course materials to include books, ordering of the certification exam and receipt of ITIL certification certificates. The contractor shall provide the required software to conduct the training, and be responsible for logistics coordination, shipping of course materials and room set-up for both the East and West locations. Contractor requirements are permissible and shall be included in the proposal. Course Content: An example of the commercial course content shall include the following: Service Management as a Practice ITIL Core Concepts ITIL Key Principles and Models ITIL Processes Service Management Functions and Roles Introduction to Service Strategy Service Strategy Principles Service Strategy Processes Analyzing IT Governance Implementing Service Strategy Critical Success Factors and Risks Mock and Certification Exam COURSE DELIVERY: Instructor Qualifications: The Contractor instructor shall be well educated, processing at least an Associates' degree in the computer science arena. The Contractor shall also have at least two years of experience teaching ITIL subject matter to adults. There will be one primary instructor available for the entire week to ensure continuity of instructions. Course Scheduling: The Contractor instructor shall coordinate with the Government Point of Contact (GPOC) for the class dates and scheduling of the sessions for both the East and West locations. The instructor will conduct approximately eight (8) sessions in total: Five (5) in the East and Three (3) in the West of the Achieving ITIL Foundation Certification training to include the monitoring of the certification exam. The exact dates of the sessions will be determined upon monitoring of the sessions will be determined upon contract award. Each session is defined as 24 hours in duration conducted Tuesday through Thursday, 0800 to 1360 EST/CST. Frequency of the sessions will be determined upon contract award. The maximum course attendance size is 25 students. The student will be taught to: (1) Prepare for an take the ITIL Foundation Certification Exam; (2) Identify opportunities to develop IT process using ITIL; (3) Interact with IT teams using ITIL terminology and concepts; (4) Explore the components of service management process; and (5) Recognize the importance of IT and business integration. At completing of the course, students will retain all course workbooks, materials and other appropriate applicable teaching guides. Course Cancellations: NGA will reserve the right to cancel sessions no later than two (2) calendar days prior to the class start date due to Government furlough, impending or recently occurred acts of God or of the public enemy (i.e. natural or manmade disasters such as inclement weather, earthquake, flood, act of terrorism). NGA will not pay cancellation costs for any course sessions, however the course session will be rescheduled and NGA will pay for the course session when it actually performed. Course Exam and Certification: the exam will be discussed on the third day at the completion of the training and prior to the administration of the exam. An accredited source will provide and score the ITIL Certification Exam. The instructor will administer the practice exams and the ITIL Certification Exam. The vendor will provide exam results to the students. DELIVERABLES: The instructor shall ship all books and presentation slides CD(s) to the GPOC at least one week before each class for review. The Contractor CDs shall be free of any executable files. SECURITY REQUIREMENTS: Training is scheduled to be held offsite both East and West either at the contractor location or at a location selected by the contractor and approved by the GPOC therefore security requirements will be minimal. TRAVEL: Travel expenses for the instructor shall be cost reimbursable in accordance with the Joint Travel Regulations (JTR), Federal Travel Regulations (FTR) and FAR 31.205-46 Travel Costs. Any travel must have prior approval from the Government Point of Contact. The travel locations are: St. Louis, Missouri and Springfield, Virginia NOTICE: Any interested vendors MUST be registered into the System for Award Management (SAM) database prior to award.
