- RFQ Attachment 1 RFQ for Vessel Tracking Satellite & AIS Subscription Services Description: This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) and the reference number is HTC711-13-Q-D021. The North American Industry Classification System code is 517919 with a business size standard of $30 million. USTRANSCOM and Surface Deployment and Distribution Command require the capability to globally track vessels. The contractor shall provide an automated, worldwide, hourly vessel tracking service to allow for in-transit visibility to the warfighter. Previous tracking capability was based on individual vessel ‘pings' to buoys within various locations worldwide. Satellite coverage is needed to provide global data, not just within the range of buoys. The data that will be provided by this web-based satellite subscription provides web-enabled location and mapping services. The Government requires that no additional equipment be installed onto the vessels in order to support the coverage. The satellite data will need to provide coverage for approximately 10,000 unique vessels within any 24-hour period. Request for Quote (RFQ): Quotes will be evaluated using the lowest price technically acceptable (LPTA) evaluation method. Please complete the attached RFQ Information Sheet along with your quote, please provide salient characteristics (RFQ Attach 1) of the support being provided. The FAR and DFARS provisions and clauses that apply to this acquisition are provided in the RFQ. All quotes must be received not later than 3:00 PM (CT), 8 Aug 2013, and shall be e-mailed to Linda Murphy at USTRANSCOM, Directorate of Acquisition at linda.murphy@ustranscom.mil.
