Please refer to the attached document [W81XWH-13-T-0257-0001-Combined.pdf] for further details. ********************************************************************************* The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the US Army Garrison Fort Detrick (USAGFD), Directorate of Plans, Training, Mobilization, and Security (DPTMS) seeks to obtain a Common Operating Picture (COP) software product purchase contract in order to comply with the Secretary of Defense's guidance on providing up-to-date information (real-time) to 100% of base personnel before and during catastrophic situations. In March 2009, Army Regulation 525-27 (Army Emergency Management Program) stated that all Garrisons will have a Mass Notification Systems (MNS) in place for indications and warning for populations of service-members, civilians, contractors, and retirees. They will also provide a tool that will include a common operating picture for the Garrison Commander, and Mission partners to utilize during day-to-day operational events as well as special events, such as natural or manmade disasters. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined synopsis/solicitation number W81XWH-13-T-0257 is issued as a RFP. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65, 29 January 2013. This combined synopsis/solicitation is set aside 100% for Small Business (SB). The North American Industry Classification System (NAICS) code is 511210 with a size standard of $35.5 million. The resulting contract shall be Firm Fixed-Price (FFP).
