- The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Division of Unintentional Injury Prevention (DUI), intends to award a sole source purchase order to National Association of Medicaid Directors, 444 North Capitol Street, Suite 524, Washington, D.C. 20001, to obtain expertise and technical assistance to research, develop, and write a report that details the policies and practices of state Medicaid programs that address prescription drug overdose. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302.1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541690, Other Scientific and Technical Consulting services, with a size standard in millions of dollars $14M. The period of performance is a 12 months. Medicaid patients are at an increased risk of prescription drug overdose, and there remains a substantial and unmet need of identifying and examining the approaches of state Medicaid programs for addressing the prescription drug overdose epidemic. This acquisition is crucial to laying the groundwork for further research of state Medicaid practices that can reduce morbidity and mortality among this high-risk population. The purpose of this procurement is to obtain expertise and technical assistance to support the project that will produce a comprehensive report of the variety of practices of state Medicaid programs for preventing prescription drug abuse and diversion. The project will produce a detailed account of state approaches, including PRR programs (i.e., programs that require that Medicaid patients who have been over-utilizing controlled substances to obtain their drugs from a single designated provider and pharmacy), drug formulary practices, and reimbursement policies that may impact controlled substance prescribing and use. The report will also document any known impact from these practices. This acquisition will provide the first comprehensive inventory of these practices to date, providing a rich foundation for future efforts to leverage insurance programs and policies for curbing the behaviors that drive this epidemic. The National Association of State Medicaid Directors is the only responsible source capable of meeting the Government's entire requirement. The National Association of State Medicaid Directors (NAMD) represents the country's 56 Medicaid directors and their programs. It remains the only organization representing all state Medicaid programs. NAMD is the only representative body of Medicaid directors, and has a unique influence and credibility with the diverse range of Medicaid programs throughout the country. No other organization but NAMD would be prepared to deliver the kind of report that responds to the needs of 56 different Medicaid programs, as this acquisition requires. NAMD is also unique in its level of access to every state Medicaid program, a virtual necessity of this acquisition. NAMD is in frequent, regular contact with its members via phone, email, a weekly state-only newsletter, and two in-person conferences annually. The value of the report proposed in this acquisition hinges on its comprehensiveness. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit capabilities statements to the Contracting Officer within 15 days from the posting date of this notice. The Government will review all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. At minimum your capability statement should include: Your staff expertise, including your availability, experience, and formal and other training; Your current in house capability and capacity to perform the work; Your completed projects of similar nature;Your corporate experience and management capability; Provide any examples of prior completed Government contracts, reference, and other related information. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
