Description
The U. S. Department of Commerce (USDOC), National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries intend to automate the development of IFQ annual reports produced by the NOAA Fisheries Service's Southeast Regional Office. The Contractor will develop standardized report formats that compile numerous data sources into tables, figures, and text for generating annual reports. Automation of annual reports is expected to result in more timely completion of reports and less staff time to develop such reports. The contractor shall be required to complete the following duties: •Develop and/or modify in coordination with NOAA Fisheries Service staff Microsoft SQL and statistical queries (i.e., SAS or R) for summarizing and outputting IFQ, reef fish observer, logbook, and accumulated landings system data used in IFQ annual reports. •Develop software code for automating tables, figures, and text included in annual IFQ reports. •Create a template, using standardized templating software, for future IFQ reports to be completed using the drag-and-drop method. •Send draft and final software code, queries, and annual report text to Southeast Regional Office (SERO) staff for review and incorporate comments and suggested edits from SERO staff. Security clearance will be needed as the contractor will be working with confidential fisheries data. A background check will be performed by the NOAA Fisheries Service's Security Office prior to the start date of the contract. Minimum Requirements The Contractor shall have the following skills and abilities: • Experience with Microsoft SQL server or other SQL-based databases • Experience with statistical softwares (e.g., SAS, R) • Experience with typesetting softwares and document processors (e.g., Tex/LaTeX, LyX, knitr) • Experience with automatic report generation softwares (e.g., Sweave, SASweave). • Prior experience working with fishery-related data is preferred. This is a total small business set-aside. NAICS code is 541990. This service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Far Part 12 Commercial Items. The Eastern Region, Acquisition Management Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Awards Management (SAM).
