Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is stated above, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-67, effective July 22, 2013. NAICS code 423830 applies. This is a small business set-aside. The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm fixed price purchase order for T.S. KENNEDY for the procurement and delivery of a Pilot ladder. A Pilot ladder is a highly specialized form of rope ladder, typically used on board Ships for the purposes of embarking and disembarking pilots. The design and construction of the ladders is tightly specified by international regulation under the SOLAS, United States Coast Guard (USCG) and Underwriters Laboratories (UL), and American Bureau of Shipping (ABS). 1) USCG/ ABS approved as a SOLAS Pilot Ladder. 2) Steps are secured to side ropes using stainless steel fasteners. 3) Steps shall be made of buoyant high impact safety orange impregnated elastomer. 4) Steps are resistant to ultra violet light. 5) The top of each step shall have non-skid abrasive grit. 6) Ladders are tested with an approved test that exceeds the standard 2,000 pound test requirement. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
