Description
The U.S. Government currently occupies 11, 348 rentable square feet of office and related space in a building under lease in 241 F. D. Roosevelt Ave., Hato Rey, P. R., under a soon to expire lease. The General Services Administration (GSA) plans to negotiate a succeeding lease at this location based on economic, mission, and other factors. The Government will relocate only if consideration of economic and other factors are supported, including relocation and uplifting costs. The Government requires office and related space yielding a minimum of _10,209_ ANSI/BOMA office area (ABOA) square feet. Minimum ABOA square feet: _10,209__ Maximum ABOA square feet: _10,209__ The lease term requirement is for ten (10) years. The space must be available for occupancy by 10/01/2014. The delineated area is: North - Carlos Chardon Avenue corner with Cesar Gonzalez Avenue and continuing along with to the corner with Muñoz Rivera Ave. (State Road #1). East - Muñoz Rivera Ave. (State Road #1) continuing along to the corner with F.D. Roosevelt Avenue. South - F. D. Roosevelt Ave, corner with Muñoz Rivera Avenue continuing along to the corner with Cesar Gonzalez Avenue. West - Cesar Gonzalez Avenue continuing along to the corner with Carlos Chardon Avenue. Other applicable requirements include the following features: •· Proximity to Public Transportation. •· Space cannot be collocated with law enforcement agencies, the US Attorney's office, the USMS, Court units, US Probation, Pre-Trial, Bureau of Prisons. •· Parking -11 on-site, reserved, structured spaces for Official Government vehicles •· Security - 24/7 access control to office floor, access doors, walls, and hardware from the public counter area to the restricted office area require ballistic-resistant (UL Standard 752, Level III) protection. Offered S pace may require ballistic glazing of existing windows (UL Standard 752, Level IV) depending on location of floor, parking, setbacks, etc, where and when applicable] •· Separate visitor and employee restrooms required. The space shall have internal restroom facilities for staff. •· Energy efficiency and renewable energy features. •· The offered space must meet federal Government requirements for security, fire, life &safety, compliance with the American with Disability Acts and Architectural Barriers Act Accessibility Guidelines (ABAAS) standards per the term of the lease. •· The offered space shall be capable to meet the U. S. Court Design and USMS Pub 64 standards. •· Consideration shall be based on the delineated area, area profile, location, capacity to provide services during emergencies (cistern and full load generator are existing, or will be installed at lessor's expense), security, seismic, Fire & Life Safety, ABAAS, Energy Star, and sustainability standards if the location would be utilized. The Government reserves the right to determine acceptability of the offered property as to the building's structural integrity; and the highest safety and security of its surrounding areas. •· All services, supplies, utilities, and tenant alterations are to be provided as part of the rental consideration. •· A minimum of 11 reserved and secured parking spaces shall be available to the Government at no additional cost. •· Two elevators required if space is above ground level. One elevator can be a freight elevator. •· Below grade space is unacceptable. •· Offered space shall not be in the 100 year flood plain. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications, infrastructure, and non-productive agency downtime. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. •· Date of space availability - •· Building ownership information •· Amount of parking available on-site and its cost. Include whether expected rental rate includes the cost of the required Government parking (if any). •· Energy efficiency and renewable energy features existing within the building. •· List of building services provided. •· A FEMA floodplain map is required to be sent with the expression of interest. The map should indicate the location of the building within the map, and address of the building. •· The Governmen's decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
