SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The Department of the Interior (DOI), U.S. Geological Survey (USGS), is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 541360 with a Small Business Size Standard of $14.0 M for an upcoming requirement for the Crustal Geophysics and Geochemistry Science Center, in Denver, CO to provide Airborne Geophysical (non-engineering) Hyperspectral (Imaging Spectroscopy) Data and High-Resolution Photography Survey, covering the Western Alaska Range of South Central Alaska. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. This requirement is for hyperspectral (imaging spectroscopy) data and high-resolution photography as part of an airborne geophysical (non-engineering) survey covering portions of the Western Alaska Range of south central Alaska. The hyperspectral (imaging spectroscopy) data and high-resolution photography methods are required as an effective tool for rapidly characterizing minerals and mineral assemblages in surface exposures, as well as, vegetation type; would permit spectral characterization of known deposits and prospects; and could be used to identify additional prospective areas that may have been previously overlooked or unexamined. The survey region is known to host a range of deposit types of varying ages. Unfortunately, the size, extent and number of these different deposit types remains unknown due to the remote, often rugged, but diverse terrain of this vast region. Remote sensing can be an effective tool for rapidly characterizing minerals and mineral assemblages in surface exposures as well as vegetation type. Data collected in the proposed study area would permit spectral characterization of known deposits and prospects. Known mineral deposits and occurrences within the western Alaska Range are diverse in character and metallogeny, and span from synsedimentary to epigenetic in origin (Alaska ARDF Files). However, as many of these occurrences have only undergone reconnaissance-scale examination, their full extend and distribution remains unknown. The results of this airborne survey shall help clarify the metallogenic events and provide fundamental geologic information of a region where a large proportion of State of Alaska exploration expenditures in were focused in 2011. The goal is to provide high resolution airborne imaging spectrometer data that will be used for mineral resource and geological framework studies. The dates for data collection are July 1, 2014 to July 21, 2014. The USGS requires a platform that is well suited for recording hyperspectral (imaging spectroscopy) data and high-resolution photography; commonly fixed wing aircraft must be capable of flying at 20,000-30,000 depending on terrain. The contractor will be required to provide digitally recorded and processed airborne data. The data must be well calibrated and corrected for any system response and drift. The requirement is for an estimated minimum 2,000 line km and an estimated total maximum of 5000 line km, based on available funding, if awarded at all. This procurement is subject to the availability of funding. A scope of work will be provided with any solicitation that may be issued. The Government is not required to issue a solicitation. Responses to this announcement are requested from U.S. Small Businesses. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. A firm is considered small under NAICS code 541360 if their AVERAGE annual receipts for the preceding three (3) years were less than or equal to $14.0 million. Any information submitted is voluntary. If sufficient interest and capability is not received from small business firms, any solicitation may be issued as unrestricted without further consideration. Interested small business firms, who feel that they can provide the hyperspectral (imaging spectroscopy) data and high-resolution photography (based upon the criteria specified herein), are invited to submit, in writing, an affirmative response to this announcement. An affirmative response must include (1) references with contact names, email address, and phone numbers; and (2) a sample hyperspectral (imaging spectroscopy) data and high-resolution photography set collected by the firm. These references and data set are to be for contracts similar in scope as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. Small business firms who feel they can provide the hyperspectral (imaging spectroscopy) data and high-resolution photography shall also submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); and (2) their SIZE STATUS. Your company must have a DUNs number and be registered on-line at the Contractor's Central Registration (CCR) www.sam.gov. You will also be required to provide your small business status information either via the RFP or the On-line Representations and Certifications (ORCA) also at www.sam.gov, before an award to your company can be made. Your on-line CCR and ORCA registration will cover any/all of your offers to the Federal Government, and only needs updated annually. All responses must be submitted NLT 07/18/2013 at 3:00pm MST via e-mail to: ddowney@usgs.gov. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities (Fedbizopps.gov) website and no paper copies will be provided.
