- Mission Installation Contracting Command (MICC) - Ft. Knox, intends to issue a Request for Quotations (RFQ) for parts and maintenance support for annual maintenance and incident repair support services for subscriber equipment used for the non-tactical Harris land mobile radio P25IP digital trunked radio system located at NEC, Fort Knox, KY. This requirement will be solicited unrestricted, all responsible and responsive businesses may submit an offer for consideration. A firm fixed price requirements type contract will be awarded. NAICS 811213 (Size Standard: $10,000,000.00) applies to this procurement. The RFQ will be posted to the Federal Business Opportunities website at http://www.fbo.gov on or about August 6, 2013 with offers due on or about August 21, 2013. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are cautioned to check the website periodically for amendments. Solicitation mailing list will not be compiled and the RFQ and amendments will not be sent out in paper copy. All documentation can and must be downloaded from the website above. Anticipated award date will be on or about 28 August 2013. All contractors must be registered in the System for Award Management (SAM). Contractors can register online at https://www.sam.gov. Offeror's SAM registration must be active in order to be eligible for award. Offers containing a name and address different from that registered in SAM may be deemed ineligible for award. Faxed offers or amendments will not be accepted. All offers must be submitted in writing to Dorothy McCormick via email at Dorothy.r.McCormick.civ@mail.mil, submitted through the Federal Business Opportunities website or site that notice was received from. All questions must be submitted, no later than 6 August 2013 at 1:00 PM EST, in writing to Dorothy McCormick via email at Dorothy.r.McCormick.civ@mail.mil. QUALIFICATION/CERTIFICATIONS: The Contractor shall be a Harris factory authorized service center and all Contractor technicians shall be fully qualified and certified by the manufacturer to perform service, maintenance, and installation of LMR equipment according to the standards established by the equipment manufacturer. Repairs must be provided down to the board and or component level necessary to restore the radio to its original factory specifications. 5.0 SPECIFIC TASKS: Provide depot level or onsite maintenance and repair services of Fort Knox LMR subscriber radio equipment. The Harris subscriber equipment will operate in accordance with the P25-defined standards and features for Common Air Interface (CAI), data, FIPS 140-2 certified AES (advanced encryption standard), Over-the-Air Programming (OTAP), and intrinsically safe features (on applicable radios). Equipment must support the P25-defined 9600-bps control channel. Minimum required subscriber functions and features are: Programmable for operation in both analog and digital modes, conform to the National Telecommunications and Information Administration (NTIA) mandates that direct 12.5 kHz narrowband operations, automatic registration of subscriber radios, support of Harris' ProRoaming function, enable preferred site operation, and provide for unit-to-unit calls, and display the talk-group indentifier on the radio display. All repaired radios will be returned in a working order to the LMR Manager with the same features, programming, encryption keys and functions enabled as were configured prior to repair. For any subscriber equipment replaced under this contract, the contractor must supply a Harris P25 IP product that is compatible with the Fort Knox LMR system and satisfy all the features, functions and options of the radio being replaced. Additionally, all mobile or base station subscriber radios must interface with Mil-Spec microphones. All subscriber radios for first responders (fire department, law enforcement and emergency medical services (EMS)) must operate with the following features: AES encryption, certified for intrinsically safe features and Factory Mutual (FM) certification. All mobile subscriber equipment used in fire department vehicles must properly interface with the existing intercom system (currently a FireCom 210 Base Intercom using UH-10 Under helmet headsets and HM-10 interior headset modules). 5.1. Annual Maintenance Service Option. The contractor will provide an annual maintenance service option for a fixed fee based on LMR subscriber radio models listed in appendix A. Annual maintenance service shall include repairing the subscriber radio (portable, mobile, and base station), loading current software updates and providing any calibration services required at the time of repair to bring the radio to its current mission specifications which ensures operation on the Ft. Knox LMR trunked radio system. The Contractor shall provide daily customer service, if required, and troubleshooting for all subscriber equipment to include loading of encryption keys as required. 5.2. Incident Repair Service Option. The contractor will provide an incident repair service option for those radios not on an annual maintenance service option. The contractor will diagnose and determine the cost to repair the radio for a fixed fee including repairing the radio, loading current software updates and providing any calibration services required at the time of repair. The Contractor will bring the radio to its current mission specifications, which ensures the equipment is fully operational on the Ft. Knox LMR trunked radio system. The contractor shall waive the diagnostic fee from the radio repair cost. If the radio is not approved for repair, the government will pay the diagnostic fee and the contractor will return the unrepaired radio back to the government POC. 5.3 Mobile Radio Removal and Installation. The Contractor shall provide removal and/or installation of mobile radios on-site at a facility designated by the government POC. Radios will be front mount or dual control head style mobile radios. The contractor shall develop a cost proposal to include labor, mounting hardware and materials necessary (such as microphones and antennas when required) to properly and securely mount the mobile radio within the Government Owned Vehicle (GOV). Antennas will be mobile whip or low-profile as determined by Fort Knox vehicle types. Installation technician will test and ensure radio operation with the government POC at time of completion. The mounting kit will be of the type appropriate to meet the requirements of the vehicle and radio style. 5.4 Onsite Support for Mobile and Base Station Radios. The Contractor shall provide onsite support for operational checks, troubleshoot and/or diagnosis of mobile and base station radios to identify operational problems. The contractor will either repair the mobile and/or base station equipment onsite or remove it to be repaired at their facility. The contractor will reinstall mobile and base station units once repairs have been completed. The onsite support service for mobile and base station radios shall either be included in the annual maintenance option or included in the cost proposal for diagnosis in the incident repair option. 5.5 Repair Turn Around Time. The Contractor shall return all repairs within five (5) business days plus shipping for a radio serviced under 5.1 above. The Contractor shall return all repairs within seven (7) business days plus shipping from the notice to proceed issued by the Government POC for a radio serviced under 5.2 above. Total shipping time shall not exceed 6 days. The Contractor shall be responsible for all shipping costs to and from their repair facility. 5.6 Repair Status. The contractor shall provide status as to the repair/replacement to the government POC on a weekly basis. 5.7 Accounting for Contractor Support. 5.7.1 The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor shall report ALL Contractor manpower (including subcontractor manpower) required for performance of this contract. The Contractor shall completely fill in all the information in the format using the following web address https://CMRA.army.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative (COTR) or also known as the Contracting Officer's Representative (COR); (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor's name, address, phone number, e-mail address, identity of Contractor employee entering data; (5) Estimated direct labor hours (including sub-Contractors); (6) Estimated direct labor dollars paid this reporting period (including sub-Contractors); (7) Total payments (including sub-Contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by Contractor (and separate predominant FSC for each sub-Contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the Contractor with its UIC for the purposes of reporting this information); (11) Locations where Contractor and sub-Contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of Contractor and sub-Contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor shall provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period shall be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by 31 October of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a Contractor's system to the secure website without the need for separate data entries for each required data element at the website. The specific formats for the XML direct transfer may be downloaded from the website. 5.7.2 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Army via the eCMRA secure data collection site. The contractor is required to completely fill-in all required data fields within the eCMRA. 5.7.3 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
