- Telecom Program Management Office Telecom Program Management Office This is a Notice of Intent to acquire a non-competitive follow-on extension for a contract to Ambit Group LLC, 1902 Campus Commons Drive, Reston, VA 20191. The Mobility Service Center (MSC) within the Office of the Chief Information Officer's (OCIO) IT Operations Division manages all telecommunication assets and services within FEMA from initial procurement through disposal in order to build, sustain, and improve its day-to-day operational and disaster support telecommunications capabilities. To that end, the Chief Information Officer's (OCIO) IT Operations Division requires a Program Management Office (PMO) to assist in this mission critical function. The Program Management Office manages all telecommunication assets and services within FEMA in order to improve its operational and disaster support capabilities. The Government seeks to acquire resources to enable the Office of the Chief Information Officer's (OCIO) IT Operations Division to continue its mission-critical PMO support through Program and Project management activities which include a wide range of services. The Contractor shall provide Program and Project Management of day-to-day telecommunications operations, systems engineering and lifecycle management, and support of the evolving technologies to help FEMA implement and manage its telecommunications assets, tools, and services and to assist the Government in the successful achievement of the Program's goals. Many of the requirements, activities, and deliverables of the Program will require an integrated, team approach for staff and stakeholders. Work products will come from tasks in the following groupings: The overall program scope is to be able to plan, assess, design, develop, implement, and manage programs, projects, and related change processes within FEMA programs (e.g., SW-WFT and iFEMA) as they relate to technical expertise, project management, and program oversight and integration support.; and Other Program Support. Specifics of each grouping are as follows: - Satellite Wireless Wire Line FEMA Telecommunications (SW-WFT) Program - identifying business needs, acquiring wireless, wire line, and satellite technologies to meet those needs, and managing these technologies from financial, contractual, and operational perspectives; - Enterprise Mobility Environment for FEMA (iFEMA) Program - the infrastructure, hardware, software, and services required to support and sustain how FEMA's workforce utilizes mobile devices, corporate data, and applications to perform business tasks and to fulfill FEMA's mobility strategic mission; and - Workforce Transformation - consolidating workspace and offering personnel options such as flexible work schedules, teleworking, shared workspace, and hoteling space to reduce costs, provide environments that promote collaboration and productivity, and improve responsiveness to disasters.. - Other Program support will be required to perform the day-to-day workings of the PMO. This support will be required to acquire goods and services for the Program, respond to data calls and prepare materials for meetings and presentations. The Washington, DC Metropolitan Area will be defined as within a 80 mile radius of the Federal Emergency Management Agency at 500 C Street SW, Washington, DC 20472. FEMA facilities in western Virginia (e.g. Winchester, VA and Mt. Weather, VA) are included in the "Washington, DC Metropolitan Area" definition. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government.
