- The ACC-APG, Huachuca Division, Fort Huachuca, AZ intends to award a sole source Firm Fixed Priced contract to SPIRENT FEDERAL-The purchase of an additional GPS simulator (including maintenance/warranty support agreements) that is compatible with EPG's existing Spirent GPS simulator suite is needed to expand test capabilities and provide concurrent GPS simulation support to other EPG test facilities. This purchase involves: 1)Purchase of a Spirent GSS8000 GPS simulator that is fully compatible with EPG's existing GPS simulation suite 2) Purchase of Spirent proprietary hardware (Auxiliary Output Chips $20k) and software (SimSAAS $20k) to be installed within the GPS simulator 3) Purchase of two Spirent GPS simulator maintenance/warranty support agreements. One for the new GSS8000 GPS simulator and one that covers an existing EPG Spirent GSS7700 GPS simulator and Spirent GSS4766 interference system. The proposed contract action is for supplies and support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government by submission of a technical capability statement. The contractor shall use their own format and the capability statement shall be 2 pages or less. Responses must include product specification as well as price estimates along with narrative on how the product would function or be interoperable in filling the Government need. This notice of intent is not a request for proposal, request for quotation or an invitation for bid, nor does its issuance obligate or restrict the Government on its eventual acquisition approach. No RFQ will be available for competitive proposals. Phone calls will not be accepted. Information received no later than 10:00 a.m. MST, 06 August 2013 will be reviewed by the Government. All information received from this notice shall be used for planning and market research purposes only. The Government shall not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
