Description
The U. S. Department of Commerce, NOAA intends to solicit for purchase of 50 each, Coupling, Flexible, P/N 24636-2088-1, NSN: 3010-01-397-6638; ASN: R400-2A1A1A4. These items were originally purchased through DRS Surveillance Support Systems, Inc., which is no longer in business. The Government does not own or have rights to the specifications or the drawings. There is no other commercially available assembly that will support the requirements defined. The Flexible Coupling is of a design that was specified by the WSR-88D developer in the NEXRAD's End Item Specification. No commercial parts were available at the time of development and no alternate parts are currently available that meets the NEXRAD requirements. Accordingly P/N 24636-2088-1 is the only compatible part known to be in existence. The physical and mechanical characteristics of this coupling are driven by the requirements imposed by the next higher assembly level of this system. There is no other commercially available assembly that will support the requirements defined in the End Specification. These items will be delivered to the National Logistics Support Center located in Kansas City, MO. The Government intends to solicit and negotiate with only one known source under the authority of FAR 13.106(c)(1). Applied Industrial Technologies is now the supplier of the P/N 24636-2008-1 for the NWS. However, all proposals received within 7 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Applied Industrial Technologies, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified coupling or a coupling that provides the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified (P/N 24636-2088-1). Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
