THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the NOAA Corps Officer Training Center (NCOTC) seeks potential vendors to provide a Maritime Instructor based at the US Coast Guard Academy (USCGA), New London, CT. The contractor shall provide maritime classroom and underway instruction for Basic Officer Training Class, in accordance with the statement of work. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services. Please include relevant experience and other pertinent information that demonstrates your ability to complete the requirement. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified. All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned. The response date for this request for information is no later than COB August 06, 2013. No collect calls will be accepted. NOAA Corps Officer Training Center Lead Maritime Instructor Contract Statement of Work 1. OBJECTIVE The Contractor shall provide maritime classroom and underway instruction for Basic Officer Training Class (BOTC) held at the NOAA Corps Officer Training Center (NCOTC) based at the US Coast Guard Academy (USCGA), New London, CT. BOTC is an 18-20 week training evolution with the end goal of providing Junior Officers thoroughly trained to safely operate NOAA's fleet in support of Agency operations. The courses laid out below have been identified as core skills necessary for NOAA Corps officers and due to NOAA's unique mission portfolio cannot be thoroughly provided by the USCGA or current commercial off the shelf courses alone. NOAA Corps is unique in operational structure, mission objectives, platform capabilities, and standards for training; therefore it is essential that the contractor have previous experience training NOAA Corps in professional maritime subjects in order to deliver the required curriculum. Instructors must be able to adapt to the strict military environment and have a flexible schedule to allow the students attendance to other military obligations. This contract is to conduct one complete BOTC classes, beginning in January 2014. Days listed below are per BOTC class and must be doubled for this contract. Base quote on the maximum number of days plus travel reimbursable. 2. INSTRUCTOR QUALIFICATIONS: a. The contractor must be able to provide instructors that have experience in NOAA's diverse and varied operations, i.e. trawling, long line fishing, diver operations, buoy deployments, and hydrographic survey. To maintain standardization within NOAA's fleet, contractors must have at least 4 years of experience training NOAA Corps officers in a classroom environment as well as in underway training missions. b. Minimum Requirements for personnel providing instruction and assessment in topic areas listed herein: i. Former Officer Of the Deck qualified NOAA Corps Officer with at least five (5) years at sea service OR hold U.S. Coast Guard (USCG) 1600 Gross Tons, Mate, Near Coastal license combined with at least five (5) years at sea service; AND ii. Have received appropriate guidance in instructional techniques and competency-based assessment methods; AND iii. Completed a USCG accepted Train the Trainer program based upon International Maritime Organization (IMO) Model Course 6.09 Training Course for Instructors; AND iv. Demonstrated expert level knowledge and understanding of topic areas listed herein, maritime education and training best practices, NOAA marine operations, NOAA fleet deck department policies and procedures, standard NOAA conning commands and NOAA ship particulars and maneuvering characteristics for all ship classes. 3. COURSE INSTRUCTION a. The Contractor shall provide instruction on the following topics based on NOAA's current curriculum (days are per BOTC class): i. Basic Seamanship (3 days) - This course introduces the student to terminology, ship construction, marlinespike, pollution regulations, basic cargo handling, towing, anchoring and basic watch standing. Lab work for knot tying shall also be included. ii. Compass and Aids to Navigation (2 days) - This course introduces the student to Magnetism, Gyro theory, Compass corrections, Gyro Pilots, and Aids to Navigation. iii. Terrestrial and Coastal Navigation I. (5 days) - This course introduces the student to DR lines, basic fixes, running fixes, chart work, projections, bearings, special cases, range of lights, Mercator sailings and all relevant topics pertaining to basic piloting. iv. Ship Handling and Steering Controls (5 days per course. May require 2 courses per BOTC class) - This practical course provides both theory and simulator work outlining the movement of ships, both single screw and twin screw. Includes real life underway time on both types of ships doing docking and undocking maneuvers under real life conditions of wind and current. This course is limited in the number of participants and may require two sections totaling ten days of instruction per a BOTC. v. Electronic Navigation (3 days) - This course provides a complete run down of current modern bridge electronics including the basics of radio waves. Instruction for Fathometers, AIS, Radar, ARPA, ECDIS are all covered or reviewed in detail and includes simulator time each day. vi. Ship Construction, Stability and Trim (3 days) - This course introduces the student to vessel movement, and principals of stability. It shall explore the relationship between the center of buoyancy and the center of gravity, when the vessel is acted on by an outside force. Righting moments, free surface and loading characteristics are also examined. vii. Terrestrial and Coastal Navigation II. (3 days) - This course expands upon and solidifies principles taught in Terrestrial and Coastal Navigation I. viii. Meteorology (2 days) - This course provides the students with the basics of weather, weather forecasting, chart notation, and weather reports. Also covered are ship records, logs, hurricane avoidance and worldwide marine radio facsimile broadcast schedules. b. Class instruction time includes 31 days maximum (248 hours) at 8 hrs. of instruction per day per BOTC class. c. After hours study sessions and test make-ups will be required for a maximum of 5 days (40 hours) usually conducted twice a week for 2 to 3 hours at a time in the evenings. 4. UNDERWAY INSTRUCTION a. The Contractor shall participate and instruct on the following underway training missions, as authorized and required by the cognizant NOAA Technical Point of Contact (NOAA TPOC.) Although underway time will be continuous, the Contractor shall only be paid for the time when instruction services are provided. It is expected that instruction services will only be required for 8 hrs. a day. The contractor will provide two instructors for training missions if required by NOAA. i. Short Training Mission (3 days x two instructors) - This training Mission is focused on basic watch standing principles. ii. Long Training Mission (5 days x two instructors) - This training Mission is focused on reinforcing basic watch standing principles as well as navigation fundamentals. iii. NOAA Ship Training Mission (3 days x two instructors) - Provide the officers with experience working on NOAA Vessels. iv. Small Boat Training - up to individual 6 days (work done locally) often conducted on Saturdays. b. Instructor will be expected to stand 8 hours watches (generally "4 on and 8 off" schedule) and instruct students in proper navigation and watch standing skills. c. These days are exclusive of underway day trips listed above. d. Maximum number of underway days 28 (224 hrs.) per BOTC class. 5. CURRICULUM MODIFICATION Up to 3 days (24 hours) of updating and improving BOTC's present courses with assistance from the NOAA Technical Point of Contact. 6. VESSEL AND SIMULATOR FAMILIARIZATION Up to 4 days (32 hours) familiarization and checkout on NOAA and USCGA training vessels as well as familiarization with USCGA simulators. 7. GOVERNMENT FURNISHED EQUIPMENT, SUPPLIES, SERVICES, FACILITIES AND INFORMATION NOAA will provide: a. All offices, simulators, classrooms and general supplies for instruction at the USCGA. b. All vessels as well as all related supplies and services for underway requirements. c. All necessary berthing and meals during underway evolutions. d. All printing services for course development and distribution. e. Guidance, assistance, approvals and edits on all course development and instruction. Guidance comes from the Contracting Officer's Representative. 8. PERIOD OF PERFORMANCE The period of performance shall be from date of award through September 15, 2014. 9. PLACE OF PERFORMANCE Based on the estimated durations above, the primary location for instruction shall be at the United States Coast Guard Academy (USCGA) in New London, CT. NOAA Technical Point of Contact shall pre-approve all alternate work locations including underway participation on training cruises. The Contractor shall find local housing near the USCGA in order to support required course instruction. In addition, travel is expected to various US locations for underway evolutions. The Contractor shall make every effort to utilize travel funds as efficiently as possible including long term lodging options near the USCGA if warranted.
