Description
This is a Pre-Solicitation/Notice of Intent Synopsis for a sole source noncompetitive award to C.T.L. Analyzers, LLC, 20521 Chagrin Boulevard, Shaker Heights, OH 44122 for the purchase of the CTL-ImmunoSpot S6 Ultimate-V Analyzer. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the NIH Flow Cytometry section of the Center for Human Immunology (CHI) intends to negotiate and award a purchase order on a sole source noncompetitive basis for the purchase of the CTL ImmunoSpot S6 Ultimate-V Analyzer to C.T.L. Analyzers, LLC. The research performed in the Flow Cytometry section of the Center for Human Immunology (CHI) involves characterizing the antigen expression of white blood cells using fluorochrome-conjugated monoclonal antibodies. For vaccine study, CHI is also measuring Viral Antigen specificity cellular component, using CTL analyzer with ELISPOT technology. Data from this acquisition will be analyzed and combined with other data generated in the CHI lab using the CTL Analyzer which contributes to its mission of characterizing the human immunome. The main Flu study describes B cell response to flu vaccine in healthy volunteer, for this purpose NHLBI collaborated with NIAID to perform the study which used the CTL ELISPOT analyzer. The CHI database needs to be built using data that are generated in the same platform, the CTL analyzer using ELISPOT technology must be procured. In addition, the CTL instrument is compliant with clinical requirement for diagnostics. The basis for the sole source determination is based upon the fact that: C.T.L. Analyzers, LLC is the sole manufacturer and distributor of the CTL Immunospot S6 Analyzer and component upgrades. This is the only reader that allows for detection of visible and fluorescent light, greatly increasing its versatility and allowing less volume of blood or other biological samples. The versatility of the reader also includes the ability for cytotoxicity and cell cycle assays. Currently, this is the only machine available in the commercial market that allows for and excels at cell counting and live/dead cell verification. This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth under FAR Part 13.106-1 (b) and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Classification System (NAICS) code applicable to this requirement is 334516 - Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. This Pre-Solicitation/Notice of Intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being request and a written solicitation will not be issued. The determination by the Government to award a contract on a sole source noncompetitive basis for the CTL-ImmunoSpot S6 Ultimate-V Analyzer to C.T.L. Analyzers, LLC is solely within the discretion of the Government. Any information received as a result of this Pre-Solicitation/Notice of Intent will be considered solely for the purpose of determining whether to conduct any future competitive procurement. Interested parties may identify their interest and capability for any future competitive procurement by responding to this notice in writing, no later than August 5, 2013 at 11:59 p.m. EST. Responses to this notice shall contain sufficient documentation to establish the interested parties' bona-fide capabilities for fulfilling the requirement.
