Notice Number: SS- NCI-130104 - NT Issued By: National Cancer Institute (NCI), Office of Acquisitions (OA) http://www.nci.nih.gov or http://rcb.cancer.gov/rcb-internet/ Key Dates: Capability Statement Due Date: August 7, 2013 by 2:00PM EST This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified GSA small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 541611 with a size standard of $14.0M is being considered. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ) through GSA eBuy. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The purpose of this contract is to provide Project Evaluation and Coordination services to Office of Science Planning and Assessment (OSPA). The OSPA is within the Office of the Director (OD) of the National Cancer Institute (NCI), has as its primary responsibility developing and coordinating the Institute's scientific planning, evaluation, and implementation activities. These activities enable the Institute to identify needs and opportunities in the field of cancer research, establish research goals, and implement scientific objectives. The OSPA collect and analyze information from various sources and package and disseminate information regarding research activities. The contractor shall: Tasks: There are six (6) tasks divided into three (3) PARTs as shown below: PART I- Tasks 1, 2, & 3 GSA Schedule 874 1 PART II - Tasks 4 & 5GSA Schedule 70, Category 132 51 PART III - Tasks 6GSA Schedule 541 4D The Contractor shall perform the work described in the following tasks areas: •Program evaluation •Management studies, data analyses, portfolio assessments, and production of standard data reports •Science and technical writing, literature reviews, data source identification, presentations, and documentation support •Database-driven application development, maintenance, and support •Web publications •Science Planning Support Task Area 1: Program evaluations The Contractor shall provide support for developing resources to enhance consultation capacity and efficiency of biomedical R&D evaluation concepts, on an as-needed basis and shall provide assistance to OSPA leadership and evaluation staff in managing the following evaluation-related tasks: •Work with program stakeholders to identify evaluation goals and questions. •Review evaluation literature to aid in evaluation design. •Construct measurement tools for evaluation. •Conduct grant file reviews and extract data for analysis. •Prepare sampling plans for research partner surveys and OMB respondent burden estimates. •Design Web-based surveys instruments and data systems. •Prepare qualitative data coding procedures. •Prepare analytical frameworks for quantitative and qualitative studies. •Conduct statistical analyses of evaluation surveys data. •Prepare evaluation findings, recommendations reports, and presentation slides for briefings. Task Area 2: Management studies, data analyses, portfolio assessments, progress reports, and production of standard data reports Contractor shall provide the Contracting Officer's Representative: 1) data reports retrieved from relevant NIH/NCI data sources, and 2) data synthesis, analysis, recommendations, and narrative to accompany data and grant portfolio assessments. Examples of the former include: disease site portfolio data sets containing individual project lists, initiatives, clinical trials, and/or research resources, data sets created by use of the Common Scientific Outline (CSO), keyword text searches, and various combinations. Data are typically provided in Excel format and include fields such as project ID, title, funding period, cancer type, and CSO code, as well as links to project abstracts. Examples of the latter that the Contractor shall prepare include graphic representations (pie charts, bar graphs, line graphs, etc.) of the Institute's research portfolio and written analysis narrative as required by reporting guidelines. The Contractor shall have familiarity with tools such as Query/View/Report (QVR) and Research Portfolio Online Reporting Tools (RePORT). The Contractor shall provide the reports and graphs on an as needed basis within a time period specified by the Work Order. Portfolio analyses may require project abstract review and coding to a specific framework, which may need to be developed. Task Area 3: Science and technical writing, presentations, and documentation support OSPA produces a variety of documents and publications each year, targeted at a number of audiences (most frequently Congress, advocates, scientists, NCI leadership and the American and global publics). The Contractor shall provide scientific and technical writing support for NCI prepared documents, NIH Science Advances, NCI publications, and OSPA Web site content. Task Area 4: Database-driven application maintenance and support NCI's research program includes numerous initiatives and thousands of active projects to be monitored, tracked, and evaluated. OSPA plays a role in developing and enhancing analytic tools and resources that: •Assist NCI staff with portfolio analyses. •Provide project specific, division-level and Institute-level data. •Monitor research trends. •Enhance research collaboration and data sharing with domestic and international partners. The Contractor shall provide all labor, supplies, materials, and supervision and perform all services required to: 1)Provide Web site design, development, maintenance, usability testing, and hosting. 2)Prepare, maintain and enhance data systems and procedures to collect and report research data to NCI and its partners. 3)Maintain database and application documentation. 4)Provide technical assistance to OSPA and its constituents. 5)Report on progress and cost of all contract activities. Task Area 5: Web publications OSPA produces a variety of documents and publications each year, some of which are published on the Web in HTML and PDF. These documents will range from short two page documents to 100-page documents. The Contractor shall: •Post content and documents to Web sites. •Ensure that all Web publications meet the standards for accessibility by individuals with disabilities (Section 508 of the Rehabilitation Act). •Perform monthly scans and provide reports that ensure that posted documents are 508 compliant. •Perform site maintenance, as needed, including monthly link checks. Task Area 6: Science Planning Support OSPA may convene approximately eight science planning sessions of clinicians, researchers, advocates, or other individuals. These meetings may take place on the NIH campus, in the Washington, D.C. area, or at other locations, depending on NCI's needs. The meetings will last approximately two days. The Contractor shall provide the services listed below for each science planning meeting. The Contractor shall assign a single individual to be responsible for overall conference management for each meeting. The Contractor shall: •Coordinate science planning sessions supported by OSPA. •Work with meeting facility staff to organize meeting room logistics and setup; arrange for audiovisual and technical support and ensure it is working prior to meeting start times. •Gather, compile, assist with word processing, proofread, reproduce, bind where necessary, and distribute by two-day delivery, printed materials to planning participants. •Develop, send and track all invitations to ensure that all planning participants respond. Provide on-line registration to register planning participants and confirm their registration. •Prepare, assemble, and reproduce meeting materials (portfolios, agendas, name badges, participant lists, restaurant list, maps, signs, etc.) one week prior to the planning session. •Ensure that all rooms and audiovisual equipment arrangements, including LCD projectors and laptops are set up according to the contract with the facility. •Provide onsite assistance during planning sessions. •Prepare summaries/minutes within two weeks of the end of the planning session. Contract staff that prepares the summary must have adequate knowledge of the subject matter to produce accurate, coherent summaries (e.g., must have basic science understanding, with experience in cancer). Most sessions will require summaries. Support distribution for review of the summary, and final distribution of session summaries to participants, once approved by COR. •Perform close out activities. •Coordinate conference calls as necessary. The Contractor shall poll participants for availability, schedule the call, confirm with participants, notify the operator, and trouble-shoot any problems that arise during the call and provide a writer to capture the discussion on the call and prepare a summary of the call within one week. (NCI staff will arrange for the call-in number and the COR will provide to the Contractor.) •Coordinate online support for participants who may not be able to attend a session in person. How to Submit a Response: 1.Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 20 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a one page resume of the individuals meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2.Due Date: Capability statements are due no later than 2:00 p.m. EST on August 07, 2013. 3.Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through SAM.gov.
