- This notice is a Sources Sought (SS) and is NOT a Request for Proposals (RFP) or Request for Quotes (RFQ). In accordance with FAR 15.201(e), responses to this RFI are NOT offers and cannot be accepted by the Government to form a binding contract. All costs associated with responding to this SS will be solely at the interested respondent's expense. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and WILL NOT be publicly released. Please be advised that all submissions in response to this SS become Government property and will not be returned. Not responding to this SS does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. The information provided in this SS is subject to change should any future RFP result, and is not binding on the Department of State. Participation in this effort is strictly voluntary. It is the responsibility of the interested parties to monitor the FedBizOpps site for additional information pertaining to this SS. The objective of this SS is to assess vendor capabilities and interest. Review of the responses to the SS will focus on the offeror's technical capability to provide a quality solution, corporate experience/past performance for same or similar activity with commercial activities or government agencies, and responsiveness to the SS. GENERAL The Department of State, Bureau of Diplomatic Security, Directorate of Training, Office of Mobile Security Deployments (DS/T/MSD) is seeking sources to provide training facilities and equipment in support of basic, intermediary, and senior level hard skills training for Special Agents. DS/T/MSD will provide qualified training instructors. Prospective offeror facilities and equipment are desired to be available on short notice, and with sufficient availability to conduct training five (5) consecutive days per week during both day and night hours. In order to be a viable source, prospective offerors must provide assurance that any offeror training facilities and equipment furnished in support of a resultant solicitation from this notice will be without impact from the offerors other commercial business activities, to include contracts performed in support of the Bureau of Diplomatic Security or other Government agencies or organizations. REQUIREMENTS Due to the nature of DS/T/MSD mission requirements, any training facility used must be easily accessible from the Bureau of Diplomatic Security headquarters and annex locations. Therefore, only sources within a 130 mile radius from the United States Capital in Washington, DC will be considered. In addition, only sources with facilities currently available or that may be made available within 90 days of this notice will be considered a viable source. Lastly, sources must demonstrate a history of the ability to support a training environment without restriction due to time of day or night, duration of training, noise or adverse interaction with the general public or municipalities to be considered a viable source. The requirements specified below are for the facility and equipment needs sought by DS/T/MSD. Administrative, Training and Support Facilities • Administrative office space for use by a minimum of 10 DS Instructors as work and class preparation space. • Living accommodations and food/beverage services either on-site or locally available within a 15-20 minute drive from the campus under normal commuting conditions. 1. Please provide information about on-site or adjacent living facilities. If on-site dormitory or hotel type facilities are not available, please describe what commercial facilities are available. 2. Please provide information on-site or adjacent food service facilities. If on-site facilities are not available, please describe what commercial facilities are. 3. If no on-site or local food service facilities are available, describe if catering services to provide onsite meal service would be made available. • General purpose, climate controlled classroom space suitable for up to 30 students and located on campus. Must be configured with a computer, projector, and screen for the presentation of visual training aids located • Climate controlled classroom space configured with a computer, projector, and screen for the presentation of visual training aids located: 1.Adjacent to a driving track(s) and suitable for up to 30 students; 2. Adjacent to the firearms range(s) and suitable for up to 20 students. • A dedicated training area for tactical officer patient model training. • A padded MAT room for defensive tactics training capable of supporting 20 students. • A navigable wooded terrain area of no less than 10 square miles and mock urban area/buildings capable of supporting land navigation training, small unit tactics, force on force (non-lethal training rounds), PRS arrivals/departures. • A safety-rated rappel tower of not less than 50 feet capable of safely supporting rappel training, fast rope training and lowering techniques. • A non-lethal tactical maze capable of multiple configurations and breaching for room entry training. Driving Tracks • One U.S. Department of State Compliant high speed driving track measuring at least 1.25 miles in length, with multiple turns and changes in elevation. The track should be capable of reaching speeds in excess of 90 MPH. The track must also have an associated a skid pad of no less than 300 x 300 feet capable of having water applied rapidly across the surface to induce skids in sedans and SUV's. • An unimproved driving track of no less than 2.5 miles suitable for training personnel in high speed driving techniques on unimproved roads. The track(s) shall have various elevation changes, various surface compositions, ruts, mud holes, etc., to simulate driving on third world unimproved roads. • An off road driving trail(s) with various obstacles, steep grades and descents, areas for vehicle recovery/extraction, etc. Vehicles and Maintenance • Sufficient high speed training vehicles to accommodate simultaneous driving events consisting of 30 students. • Sufficient back up vehicles to replace damaged / inoperable vehicles within 10 minutes of vehicle failure on the track. • Dedicated maintenance facilities and staff to assure furnished training vehicles are road worthy and safe. Firearms Training • A 100 yard outdoor firearms range rated for all calibers up to and including 7.62 mm. • A 50 yard outdoor pistol range rated for all calibers up to and including 7.62 mm. • A 800 meter outdoor firearms range capable of safely supporting heavy weapons training and rated for calibers up to and including.50 caliber, 40mm grenade, and 12.7X109mm to include tracer fire. • A360 degree range capable of safe firing in a full 360-degree arc and safely supporting react to contact drills and rated for all calibers up to and including 7.62 mm. • A live-fire capable shoot house of not less than two-stories with: 1. Moveable interior walls configurable to replicate center/corner fed rooms, L, T, and X intersections; 2. Different width stairways and hallways; 3. Multiple entry points; 4. A catwalk above all floors so that all hallways and rooms are observable from above; 5. The ability to change/modify lighting; 6. The capable to support CTS flash bangs, Winchester Ranger 55gr, frangible or Jacketed frangible (DODIC AA40), 5.56 Reduced Ricochet Limited Penetration(RRLP), and 124 gr. 9mm ball; 7. Replaceable mechanical /shotgun breachable doors; 8. The ability to support night fire; and, 9. A rated ventilation system capable of expelling dangerous gases. Helicopter Training • Training areas with unrestricted airspace to accommodate training exercises using helicopters.
