- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive Room 1E626 Bethesda, MD 20892 Description: The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences(DCCPS) Surveillance Research Program (SRP) plans to procure on a sole source basis with Riessearch LLC. for subject matter expertise support in cancer surveillance activities. The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541712 and the small business standard is 500 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a Firm Fixed Price (FFP) contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The NCI, DCCPS, SRP manages the premier population-based cancer registry system, the Surveillance, Epidemiology and End Results (SEER) Program. SEER collects information on incidence, survival, and prevalence from specific geographic areas. SEER compiles reports on all of these areas plus cancer mortality for the entire U.S. through special studies, linkage to regional and national data sources, as well as collaborations with other surveillance partners. Senior leaders in the SEER Program have been in the vanguard of developing and deploying innovative data coding systems, applied information systems and technical tools, and analytical methodology to advance operations, quality, utility, performance, and interpretation of national cancer burden and progress built on the SEER Program. SEER also provides essential data to support research and decision-making across the NCI and collaborating organizations in the U.S. and around the world. SEER is recognized internationally as the gold standard for cancer surveillance systems. As NCI's understanding of the biological and genetic determinants of cancer evolve, terminology and classification systems for characterizing the diagnosis and therapy for cancer will continue to change. The NCI SEER Program and associated surveillance systems will need to adapt data collection processes and cross-walks appropriate for the emerging clinical care, translational research, and public health infrastructure. Developmental and pilot studies will need to be designed and implemented to assure relevance, compatibility, interoperability, and evidence-based informed decision making within the SEER Program and across the broader national and international cancer registry-based surveillance community. The contractor shall provide subject matter expertise for the following cancer surveillance tasks: Task 1: Cancer Coding Systems and Global Harmonization of Cancer Coding Systems The North American federated and AJCC-managed CS Governance Committee is composed of staff and a large number of in-kind cancer *surveillance partners' subject matter experts. They form the implementation infrastructure of committees, teams, workgroups, task groups, etc. Examples include Mapping, Informatics, Testing, Education and Training, Strategy, etc. Working through the Governance Committee as a member of the implementation committee/teams/workgroups, the contractor shall support assessment, development, and implementation of cancer coding systems from complex data collection system requirements, analyze existing data sets to measure quality and completeness of data, report findings, and make actionable recommendations to the Governance Committee. Existing data are the preliminary SEER data on cases diagnosed through 2012 (available end of 2013); CDC's NPCR and NAACCR's SEER and NPCR data on cases diagnosed through 2012, the NCDB data on cases diagnosed through 2012. SEER cancer data are accessed through the NCI SEER controlled web portals. Other surveillance partner data are available via CDC, NAACCR, or CoC servers. Data will be provided to the contractor upon receipt of signed confidentiality agreements or other similar approval processes. When appropriate, concurrence from the expert committee(s), team(s), workgroup(s) may be required (i.e., part of the established management processes) to assure the contractor's proposed analyses (and all other projects) are relevant to their respective objectives. Task 2: Technical Resource/Expertise for Complex Registry Operations The Surveillance Research Program (SRP), along with national and international surveillance partners*, manage a wide variety of complex tasks [http://seer.cancer.gov/registrars] related to registry operations, calls for data, specifications of requirements and guideline manuals, data collection processes, data management systems [http://seer.cancer.gov/seerdms/index.html], release of protected data elements, statistical reports, analysis files, work flow, and knowledge base activities that inform logic, rules, testing of materials, and development of software applications. The contractor shall prepare technical materials and reports, conduct statistical analyses, and provide recommendations orally and/or in writing to the NCI management leaders related to SEER registry operations. The contractor shall participate as an invited expert in conference calls, webinars, and in-person meetings organized by SRP, SEER, and SEER contractors, as well as other surveillance partners*. Timing and specification of these requests consistent with the contract tasks will be limited and will be provided to the contractor in writing with adequate lead time. Task 3: International Consultation and Technical Expertise The NIH, NCI, and other public and non-governmental organizations are involved in global health surveillance, cancer control, and research. Classification systems, standards, and data coding systems for cancer cases and cancer registry surveillance systems are: •International Classification of Diseases (ICD); [http://www.who.int/classifications/icd/en] ; •International Classification of Diseases for Oncology, 3rd Edition (ICD-O-3) [http://www.who.int/classifications/icd/adaptations/oncology/en/], [http://www.who.int/classifications/icd/updates/icd03updates/en/index.html]; •WHO/IARC Classification of Tumors or Blue Books [http://whobluebooks.iarc.fr] and coding systems for cancer and cancer registry surveillance systems. Enhancing the technical capacity for cancer registration, especially in low and moderate income countries (LMIC) [http://gicr.iarc.fr/] is a high priority for NCI and globally. Key international partners include the International Association of Cancer Registries (IACR), the International Agency for Research on Cancer (IARC), and the NCI Center for Global Health [http://www.cancer.gov/aboutnci/globalhealth]. One sentinel collaborative IACR/IARC project is the International Incidence of Childhood Cancer - Volume 3 (ICCC-3 Editors [http://iicc.iarc.fr/about/index.php]). Another is implementation of revisions to ICD-O-3 informed by release of the WHO/IARC "blue books" which requires modifications to the U.S. standards used by SEER, the NPCR, NCDB, and Canada. Harmonization of data collected by the two systems has been proposed and a U.S. workgroup has developed a draft implementation plan involving integration and coordination with surveillance partners*. The material was considered by the CS Governance Committee and the NAACCR Change Management group in spring 2013. The contractor shall provide subject matter expertise to: •Update, refine, and enhance data coding protocols and changing coding practices; •Assess impact on comparability and interpretation of international cancer rates and trends; •Provide recommendations toward the development and application of data collection systems, implementation of electronic data capture, use of cancer data for planning purposes, and achievement of international standards for data quality and timeliness. Task 4: Develop technical documents and reports and serve as subject matter expert for outside requests The contractor shall prepare technical materials to support the SEER Program and related SRP projects, such as (electronic or paper) manuals or software. Through requests from the Division of Cancer Control and Population Sciences (DCCPS) leadership, the contractor shall answer requests for statistical information, often with short turn-around, from the NCI Director and advisory boards, the press, and Congress. The contractor shall edit materials for technical reports, instruction manuals, peer reviewed articles, and official communications. The contractor shall participate as a member of the SRP Special Data Requests Committee which reviews requests for SEER data that are not routinely released in its public use research file. Material will be provided by NCI's SRP staff, including administratively confidential communications and proposals. Timing and specification of these requests will be provided to the contractor by NCI SRP senior managers in writing with adequate lead time. The period of performance will be 12 months from the date of award. This is not a solicitation for competitive quotations. However, if any interested party, particularly small businesses, believe they can meet the above requirement, they may submit a statement of capabilities via fax or email. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCI contracting office on or before 4:00 PM EST on August 14, 2013. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
