- This notice is published in accordance with Federal Acquisition regulation (FAR) Part 5.101 requiring dissemination of information for proposed contract actions. This is a request for information to identify capable sources to render the below described services. Contracting Office Address: Missile Defense Agency/DACN, Attention: Ms. Melissa Johnson, Bldg 5222, Martin Road, Redstone Arsenal, AL 35898. 1. Description. The Missile Defense Agency's (MDA) Ground-Based Midcourse Defense (GMD) Program is conducting market research through this request for information (RFI). We seek to determine interest and ability in supporting the future high and medium voltage power generation and distribution on the missile defense complex (MDC) at Fort Greely, Alaska (FGA). This announcement is for information only. It does not constitute a request for proposal (RFP), nor is it a commitment by the Government. The Government doesn't intend to award a contract based on this RFI. The MDA program office will consider responses as exchanges of information. Information responses are strictly voluntary. All costs of responding to this RFI will be solely at the interested parties' expense; we will not reimburse any costs, and are not liable for any costs of responding. Your response will be treated as information only, and will have no bearing on any proposals you submit for any future RFP. We don't seek or want proprietary information. If you submit such information, mark it clearly "proprietary" on every sheet showing such information. Segregate the proprietary information to the maximum extent possible from other parts of your response; you can use an attachment or exhibit. Respondents are responsible for adequately marking proprietary information in their response. 2. Objective. This RFI is to assess the operations and sustainment service capabilities of contractors, subcontractors and comparable suppliers. Further, we seek to assess the industry's ability to provide all management, expert-level specialized labor, equipment, materials, tools, test equipment, specialized services, permits, supplies, spares, transportation, and subcontracts to operate and maintain the high (138kV) and medium (12.47kV) voltage power generation and distribution systems for a National strategic defense weapon system on the MDC. All work must meet Federal, state, and local regulations, safety requirements and procedures in operating and maintaining mission critical power infrastructure on the MDC. The intended outcomes of this RFI are to determine industry capabilities and use responses to develop acquisition strategy alternatives. 3. Background. Existing distribution infrastructure became operational in 2004, including the substation, utilities (switchgear) building and 12.47 kV underground distribution to all test bed facilities, including Missile Field #1. In 2005, the interim power plant was added to the system to increase power reliability and support a fully deployed MDC configuration. In 2012, the Fort Greely power plant (FPP) was completed, providing shielded power generation and distribution to the mission critical MDC facilities. Power generation and distribution to the mission critical MDC facilities is centrally monitored and controlled through the power control and monitoring system workstations in the FPP. The infrastructure and network is generally constructed of commercially available components. It is critical that the MDC electrical distribution network remain operationally available 24/7/365. To date the infrastructure has been operated and maintained by the Boeing Company. A complete technical data package is not available. 4. Submission Instructions. The MDA requests interested parties respond to the following items, demonstrating: Area 1. Experience in maintaining high operational availability of prime mission equipment that supports a 24/7/365 defense of the homeland mission. Must show ability to adapt to Warfighter restrictions and limitations on timing of maintenance and operations activities. Area 2. Experience in high and medium voltage power generation, distribution, operations and maintenance and configuration management to support a major weapon system comparable to the complexity of the Ground-Based Midcourse Defense System. Contractor must also demonstrate process for engineering review board activities to include but not limited to: failure analysis, change review process, risk assessments and documentation of level 3 CMMI certification. Please include number of years in the business and all relevant work in the past five years. Area 3. Experience operating and maintaining critical power systems under extreme environmental conditions experienced in locations similar to FGA. Area 4. Experience in work planning to maintain continuous 24/7/365 critical power operations in a shielded environment while minimizing outages or eliminating the need for outages with workarounds. Area 5. Experience in co-managing an operationally deployed weapon system component, working with other prime contractors to ensure weapon system availability. Area 6. Experience with power system analysis (protective device coordination, load flow, fault, and arc flash studies) and electrical safety analysis to include electrical hazard analysis, confined space entry, arc flash analysis, lock-out/tag-out procedures, and working in the vicinity of energized high and medium voltage power systems. Area 7. Experience in conduct of performance-based logistics to develop a product support package and long-term product support arrangements that optimize system readiness. Area 8. Experience operating, maintaining, implementing, validating, testing, and documenting protective relay settings, instrument and control schemes, remote monitoring and control, high and medium voltage substation, medium voltage power generation equipment, and medium voltage switchgear. Area 9. Experience with communicating technical issues among Agency and DoD leadership within 24 hours. Area 10. Ability to provide immediate response 24/7/365 to the MDC with the appropriate skill sets, assess conditions and make repair over an extended period, if the power system equipment fails or a there's a power system anomaly. 5. Responses. Companies that have or prove a capability to render the services above may submit a capability statement for our consideration. Capability statements must include a plan showing your ability to establish a working relationship with current contractor and execute a transition immediately upon contract award. You must show ability to fully maintain high power generation and distribution by April 2015. You are also requested to include your small business category and size standard, if applicable. Limit responses to a maximum of 5 pages at 11-point type, not counting the cover page. The cover page must show: 1) company name and address; 2) description of principal business activity; 3) primary point of contact and one alternate; 4) telephone number and e-mail address; 5) NAICS code; and 6) facility clearance, including level. The Government intends to use non-Government (contractor) support personnel as subject matter experts to help the MDA program office review the responses. Their work includes reviewing any marked or unmarked proprietary information. The non-Government (contractor) support personnel have executed non-disclosure agreements with the Government. If you respond to this RFI, it constitutes your acknowledgement and agreement that the information you provided, including any marked or unmarked proprietary information, may be disclosed to these non-Government (contractor) support personnel. A technical data package is not available. 6. Submit. Submit your response in electronic format to Ms. Melissa Johnson, Procuring Contracting Officer, at melissa.johnson@mda.mil, no later than 15 calendar days after the original posting of this request. Include an e-mail address with the RFI if you want confirmation that your submission was received. The MDA will not return any documentation submitted with this RFI, and will not accept classified information. The Government will answer no questions at this time.
