Description
The United States Army Medical Research Acquisition Activity in support of the US Army Garrison has a requirement for painting Buildings 1671 and 1674 at Fort Detrick, MD. The project includes but is not limited to the following tasks and incidental related work: This project is approximately 35,000 SF of wall, 100 windows, 6 exterior doors, 1500 LF of miscellaneous trim and 200 LF of railing CONTRACTOR WILL TEST METAL DOOR AND WINDOW FRAMES AND METAL RAILING FOR LEAD PAINT PRIOR TO COMMENCING WORK. IF LEAD PAINT IS FOUND CONTRACTOR SHALL USE LEAD PAINT ABATEMENT PROTOCOLS DURING PROJECT. a)Remove and dispose of all window & door drip edge. b)Remove all existing signage from exterior of building and reserve. c)Remove existing downspouts and dispose. d)Pressure-wash building exterior. Contractor shall put tarps on the ground adjacent to areas being pressure washed to ensure all debris is contained. e)Remove any remaining loose paint on walls. Sand any rust on metal window frames, railings and doors/frames. f)Patch all cracks in concrete walls. g)Install new 5 quote mark.016 thick aluminum drip edge on all doors and windows. h)Caulk windows and doors. i)Prime bare areas of walls with one coat concrete primer. j)Prime areas of bare metal on railings, doors/frames and window frames with one coat metal primer. k)Paint concrete walls with two coats of concrete exterior paint in color and finish as selected by government. l)Paint all metal railing, doors/frames and window frames with two coats metal exterior paint in color and finish as selected by government. m)Install new aluminum downspouts in enameled medium bronze o replace ones that were removed. n)Replace reserved signage. This requirement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set aside for offerors operating under the NAICS code 238320, with a size standard of $14.0 million. SDVOSB status will be verified via the Small Business Administration. Proposals received from concerns that do not qualify as a SDVOSB shall be considered nonresponsive and shall be rejected. However, before rejecting a proposal otherwise eligible for award because of questions concerning the SDVOSB representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-13-B-0005 is anticipated for release to the vendor community on or about 15 August 2013 and proposals will be due on or about 5 September 2013. The magnitude of this requirement is between $100,000 and $250,000. A site visit will be held; the date and time of the site visit will be stated in the solicitation. No hard copies of the solicitation will be issued by the contracting office. The competitive solicitation, solicitation amendments, and all questions and answers related to this procurement shall be made available via the Internet at https://acquisition.army.mil or https://www.fbo.gov. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered with the Central Contractor Registry at http://www.sam.gov. Telephone requests will not be honored and bidder lists will not be maintained.
