Description
This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1636701, Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-68, dated June 26, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside, however small disadvantage, minority, veteran owned and HUB zone companies, etc., are encourage in submitting a proposal. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The robotic protein purification system proposed here is a flexible, automated device capable of performing parallel analytical protein purification. The workstation must be able to purify expressed proteins from 100ul to 40 ml of starting materials without significant human involvement during the process. Due to the lab space limitation, the device should be in bench top format with measurements no greater than 30' wide by 35' deep. The device must be able to process samples in plates and reservoirs. Less human involvement during the process is desired. The Perkinelmer is unique in that the device integrates small-scale protein purification and sample prep into one workstation with such small footprint. The device is able to use tis, plates, and columns processing samples as small as 100ul and up to 48ml. It is also able to process samples automatically without much operator's attention. The workstation meets the need of an automatic protein purification system. The following factors shall be used to evaluate offers: capability to meet the salient characteristics and specifications, 2) price, and 3) delivery (45 days after receipt of award). Place of delivery Bethesda, Maryland 20892. The Government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Destination. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
