Agency: Department of the Army Office: U.S. Army Space and Missile Defense Command Location: U.S. Army Space and Missile Defense Command, Deputy Commander Subject: Request For Information (RFI) - Industry Feedback The Department of the Army, U.S. Army Space and Missile Defense Command issued an initial Draft Solicitations under W9113M-12-R-0001 for Operations and Logistics Support and W9113M-12-R-0005 for Training Services Support. Due to uncontrollable circumstances, the two draft solicitations were canceled and replaced with W9113M-13-R-0001 for Operations and Logistics Support and W9113M-13-R-0002 for Training Services Support. As stated in the Draft solicitation a Multiple Award Indefinite Delivery/Indefinite Quantity (MAIDIQ) type contract is anticipated to satisfy the requirements that fall within the Scope of Work (SOW) identified for each of these support areas. It was anticipated that four MAIDIQs be established to support the Counter Narco-Terrorism Program Office (CNTPO) efforts. The SOWs are entitled as follows: DoD Counter Narco-Terrorism Program Office (CNTPO) Operations and Logistics Support DoD Counter Narco-Terrorism Program Office (CNTPO) Command, Control, Communications, Information, Detection & Monitoring (C3IDM) Support DoD Counter Narco-Terrorism Program Office (CNTPO) Program and Programmatic Support DoD Counter Narco-Terrorism Program Office (CNTPO) Training Services Support As industry is aware, two of the four MAIDIQs are currently undergoing evaluation. The purpose of this RFI is to improve the manageability of the Governments expectation and industry capabilities, while enhancing the ability to obtain the required supplies, equipment and/or services (to include minor construction) at reasonable prices. It is the Governments intent to increase efficiency in preparation, evaluation, negotiation (if needed) and award of these requirements. Presently, the Government desires to obtain information from our industry partners regarding the need to combine the requirements set forth for Operations and Logistic (W9113M-13-R-0001) and Training Services (W9113M-13-R-0002) into one MAIDIQ award. The initial solicitations stated that the Government will award up to seven (7) contracts (up to three (3) of which are reserved for small business concerns) to the offerors who are deemed responsible in accordance with the FAR, as supplemented, whose proposal conforms to the solicitation's requirements and is judged, based on the evaluation factors and subfactors, to represent the best value to the Government. If necessary, the Government will award up to 10 contracts (up to four of which will be reserved for small business concerns). The maximum programmatic ceiling for this MAIDIQ arrangement is approximately $843M, inclusive of all optional ordering periods, if exercised. Contractor responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. At this time the Government is only interested in feedback related to the combination of Operations and Logistics and Training Services Support. If a decision to proceed is made, then it is anticipated that the Department of the Army, U.S. Army Space and Missile Defense Command will issue Draft documents to industry followed by final documentation for award. The Government will treat all submitted information and/or comments as proprietary (if so marked). Submission of RFI responses must be received NLT close of business on 2 August 2013.
