Description
I. Introduction and Purpose: This is a ‘Notice for Sources Sought' for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 10-Market Research, and, is supplemented with additional information. This is not a solicitation and request for proposals, proposal abstracts, and quotations. This is not an invitation for bids. This Government Issuing Agency and Contracting Office, on behalf of the Government Requiring Agency, seeks to obtain information regarding the interest and capability of any qualified business source to successfully meet the Government's requirements described in this notice. II. Business Interest and Capability: The purpose of this ‘Sources Sought Notice' is to allow any interested and capable business to identify itself and its capabilities. Thus, the Government is seeking capability statements from capable businesses including, but not limited to, the following types: 8(a), Veteran-Owned Small Business, Services-Disabled Veteran Owned Small Business, Historically Underutilized Business Zone Small Business, Small Disadvantaged Business, Women-Owned Small Business and Large Business. A business shall use its capability statement to demonstrate that: 1. The business possesses the capabilities to successfully meet the Government's requirements described in this notice; and, 2. The business is competitive in terms of quality, delivery, and market prices. Based on the business responses received, or not received, to this notice, the Government's requirements may be solicited as a 100% Full-and-Open Competition or a type of set-aside. III. Background: The primary scientific question addressed by the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study is to determine if factors attributed to race, ethnicity or economic stability are contributing elements in the cause of health disparities among such diverse populations. Of primary concern to this project is determining to what level nutrition plays in the epidemiological make-up of a diverse population when viewed in a longitudinal manner. Specific techniques will be used to investigate the effects of nutrition and diet on a population including nutritional monitoring and dietary recall. IV. Scope: - Maintain and update HANDLS dietary recall interview schedule. - Complete up to 25 dietary recall telephone interviews with HANDLS participants each week using the Automated Multiple Pass Method developed by USDA. - Score and enter data collected from each dietary recall interview. - Process all dietary recall interviews utilizing the USDA Post Interview Processing System for extraction of AMPM Blaise databases. - Conduct the nutritional supplement questionnaire for every HANDLS participant. - Review and edit the nutritional supplement questionnaire. - Code all the nutritional supplement data obtained from the supplement questionnaire. - Maintain the nutritional supplement database and conduct field research to obtain and verify ingredients for all supplements reported. - Conduct literature reviews of the nutritional literature to support research publications based on HANDLS study dietary and supplement data. - Assist with quality control reviews of dietary intakes and data edits. - This work will be completed on Government computers located at the University of Delaware. V. Location of Work/Hours of Operation: The work will be conducted at the University of Delaware on government supplied computers. Days of operations will be Monday - Saturday. The interview times are scheduled and conducted at the discretion of the vendor, however, they must be available to conduct interviews at the participant's convenience. VI. Period of Performance: Base Year: 9/29/2013 - 9/28/2014 Option Year 1: 9/29/2014 - 9/28/2015 Option Year 2: 9/29/2015 - 9/28/2016 The telephone interviews shall be conducted within one week of the participant's MRV visit. Scoring and processing of data should be completed at regular intervals and delivered to the government on a quarterly basis. Billing frequency can be determined by the vendor. Performance Requirements/Standards: - Up to 25 completed dietary interviews per week. - Up to 25 completed nutritional supplement questionnaires per week. - Processed dietary and supplement interview data delivered quarterly. VIII. Deliverables Schedule: - The interviews shall be delivered as they are conducted using government website to enter data. - The processed shall be delivered by April 30th, August 31st and December 31st. IX. Acceptance Criteria: - Data collection shall be deemed acceptable if 100% of the interview is complete (a response is provided for each item). - Processed data shall be deemed acceptable if it arrives with less than 2% errors. X. Type of Contract/Payment Schedule: Firm-Fixed-Price/Payment in Arrears. XI. Government Furnished Items: The government will supply the computers and office supplies required to complete the interviews and process the data. XII: Contractor Furnished Items: Contractor shall supply office space and telephones and interviewers/coders. XIII: Records/Data: The data are comprised of individual participant interviews that are conducted over the telephone and collected electronically. The government owns all the data. It is stored on government servers at the NIH. XIV. Quality Assurance Plan: The Government will perform surveillance by monitoring the schedule for interviews and reviewing the data received for completeness and consistency. Government surveillance will be performed at random intervals no less than three times per year. XV. Response: Any interested and capable business shall submit its capabilities statement tailored to this ‘Sources Sought Notice'. The capabilities statement shall clearly define the interested business' capabilities using an Adobe PDF or Microsoft Office document which limited to 15 pages total. Any interested and capable business shall ensure that its response is accurate, complete, and sufficiently detailed to allow the Government to assess the business' capabilities. The interested business' capabilities statement shall include the interested business' accurate and complete DUNS Number, Legal Business Name, "Doing Business as Name", Physical Address, Point of Contact Information, applicable North American Industry Classification System Code, Type of Business, and Business Size. Responses shall be submitted ONLY to Mario.Gray@nih.hhs.gov by the closing date of this ‘Sources Sought Notice'. XVI. Legal Considerations: The Government is under no obligation to acknowledge receipt of a response or to provide feedback to a response to this ‘Sources Sought Notice". This notice does not obligate the Government to award a contract or order to a respondent to this notice or pay for the information provided by a respondent to this notice. A respondent whom provides classified, confidential, proprietary, or/and sensitive information, does so entirely at its own risk and without the Government being subject to liability. The Government reserves the right to use information provided by any respondent for any purpose the Government deems appropriate and lawful. The Government reserves the right to use information provided by any respondent for any later announcement, notice, solicitation or/and synopsis.
