- PR: 1000009045; this solicitation will contain 23 NSNs for a Lubricating Oil, Internal Combustion Engine. This solicitation will be for an award for a base and 4 one year options. This is a full and open competitive item. The FOB point is Origin, Inspection and Acceptance is Origin. A subcontracting plan will be required. Certified cost and pricing data will not be required per FAR 12 (Commercial Item). Progress payments will not be utilized because the conditions of FAR 32.5 have not been met. Specifications, Plans or Drawings related to the procurement described are not available and cannot be furnished by the Government. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. The anticipated issue date is 19 August 13, (with a closing date of September 19, 2013), anticipated award date is 18 Feb 14.
