- J&A This contract was awarded to MWH America in the amount of $7,207,559 on November 21, 2012 after soliciting proposals from seven international organizations for Environmental Assessment of Kuram Tangi Dam Construction. Three proposals were received in response to USAID/Pakistan RFP and MWH was selected for Award. The Environmental Assessment (EA) of Kuram Tangi Dame construction (EAKTDC) project is being carried out to provide Environmental documentation pertinent to the proposed project as required under 22 CFR 216. The proposed Dam is to be built in Northern Waziristan Agency of Federally Administered Tribal Area (FARA) and is of high priority for the Khyber Pakhtunkhwa (KP) provincial increased irrigation, and local employment opportunities during and after dam construction. It is envisioned that the economic benefits of the project may reduce security risks for the 3.4 million people living in this challenging area. The project has the full support of the Water and Power Development Authority of Pakistan (WAPDA). As per the contract, the EA is to be completed in eight months with information and formats that are acceptable and approvable by USAID, the Government of Pakistan and potential international foreign investors. EAKTDC is managed by MWH Americas Inc. The contractor has developed one of the two major deliverables; the Scoping Statement with has been approved by the BEO in April, 2013. Preparation of second output: the EA report, requires extensive consultations with the locals, community elders, political agents, Government departments/NGOs/Semi-government departments/FARA secretariat... etc. The consultations require access to the project site which has high security risks and it is mandatory so get the NOC from FATA secretariat to do any activity on site. NOC entails clearance from all relevant agencies including military. The additional funds will allow the contractor to perform for the extended period of performance of three months to compensate for the time lost in waiting approvals or NOC from the government of Pakistan. This Environmental Assessment is to be conducted in one of the most dangerous parts of Pakistan and there is no way thee contractor could travel without full clearance and support from the central government, regional government, and tribal leaders. On the other hand this program is critical for high level decision making for USAID to determine how it is going to assist the Pakistani Government and People of Pakistan in their effort to solve the electricity crises.
