Description
The purpose of this project is to expand and upgrade the cable distribution infrastructure on Fleet Activities Yokosuka and renovate a storage cave for use by Naval Computer and Telecommunications Station Far East (NCTS FE). This project supplements the Japanese Facilities Improvement Program (JFIP) project for a telephone exchange. The JFIP project will construct a new facility that will include a new telephone exchange and NCTS FE administration, operations, command suite, and base communications office (BCO). This project will also upgrade cable distribution infrastructure, including construction of cable pathway, maintenance holes, and copper and optical fiber cables. Also, it will renovate storage cave CB14, including repair and replacement of the HVAC and dehumidification system; upgrades to the electrical and lighting systems; demolition and disposal of existing system infrastructure within storage cave; installation of commercial shelving system; repair of floor drainage, refinishing and raising of concrete floor; and construction of internal access ramps. The U.S. Army Corps of Engineers Japan District anticipates the release of Invitation for Bids (IFB) or Request for Proposal (RFP) for this project. Any solicitation pursued is intended for local sources only. Local sources are sources physically located and licensed to perform construction work in Japan. In accordance with DFARS 236.204, Disclosure of the Magnitude of Construction Projects, the estimated cost of this project is between $10,000,000 and $25,000,000. The Government intends to require contractors to demonstrate bonding capacity within this range in Japanese Yen for this project. Sources Sought Questionnaire: Interested firms are requested to furnish comments on the following questions: 1. Describe your firm's capability and experience in Government or comparable commercial projects of communication systems and infrastructure in the last 6 years. 2. Describe your firm's capability and experience in installing facilities and infrastructure at sites with undersized laydown/staging areas within the last 6 years. 3. Provide a list of relevant or similar projects, including project title, location, completion date, and magnitude. 4. Provide a list of projects that your firm has performed work on U.S. military installations in Japan. 5. Identify and discuss your current construction bonding level: a) per contract b) aggregate contract bonding level If you do not have any comments on a particular question, please indicate as such.
