- DJJU-13-RFP-0810 Form 1449 DJJU-13-RFP-0810 Statement of Work and Proposal Preparation Instructions The Department of Justice (DOJ), Justice Management Division (JMD) Finance Staff has a requirement for one (1) full-time Budget Analyst Subject Matter Expert (SME) to provide administrative support for the Rule of Law (ROL) Program which is a component of the US Mission in Iraq. Support shall also be provided to include the Rule of Law Office (ROLO), Regime Crimes Liaison's Office, Justice Attaché Office and the Law and Order Task Force. The selected source will provide direct support for all financial transactions including official travel made by employees of the Department's ROL Program components. The Budget Analyst's duties also include but are not limited to the following: budget projection; assigning, maintaining and updating Document Control Numbers (DCN's) and logbook; processing funding documents; auditing and reconciling contract accounts; interfacing with the RLO administrative staff, and overseeing the preparation of a variety of financial reports such as the monthly Status of Funds and Quarterly 2007 reports. The Budget Analyst will work closely with the ROL Administrative Officer, Contracting Officer, and the JMD Finance Staff. Support for this office also includes entry of obligations and payment of vendor and travel vouchers in FMIS2, and implementation of policies and procedures for deployment of staff to Baghdad and serving as the central point of contact for the administrative staff in Baghdad. In addition, the Budget Analyst will serve as backup to the ROL Administrative Assistant and coordinate deployment of ROL staff to Baghdad through the State Department. All of the support services will be performed on site within the Finance Staff Offices located at 950 Pennsylvania Avenue NW, Washington, DC 20530. In order to fully perform this contract the contractor shall possess a secret clearance at the time of proposal submission. The Government intends to award a Small Business Set-Aside (SBSA) contract for NAICS code 541219. The small business size standard for this classification is $7.5 million. The period of performance for this requirement will be a base period of one-year with four (4) one year options thereafter.
