Description
This is a Sources Sought notice to identify sources that can provide an Assessment and Certification Program for Category Management. The Defense Commissary Agency (DeCA) is seeking companies that have a nationally recognized assessment and certification program for Category Management. Among other duties, Category Managers at DeCA oversee assigned categories (i.e. meat, produce, deli, frozen foods, etc.), develop and maintain manufacturer relations, and perform functions that support patron savings and expand the commissary benefit. Please note that DeCA is not seeking a contractor to create or develop a new Category Management Assessment and Certification program. DeCA is seeking a current contractor program that is already established in the commercial marketplace for Category Management. The category management assessment and certification program shall be driven by standards that are in line with current commercial practices for Category Management. The assessment and certification process shall take into account an individual's skills, experience, and training accomplishments. The contractor's assessments of an individual's records, skills, and experience, shall result in written feedback to DeCA, along with guidance on what is needed for that individual to meet the certification requirements. The contractor shall have online resources in place to support the program objectives and records of individual certifications shall be retained by the contractor. Contractor shall also provide a process to recertify and maintain the currency of certifications. DeCA is a Department of Defense (DoD) Agency that operates a worldwide commissary system that provides quality grocery products at cost to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. Commissaries are similar to commercial supermarkets/grocery stores. Contractors that are able to perform this requirement should submit their capability statements for review to the Defense Commissary Agency, ATTN: LEAAR (Mr. Michael Shaffer) 1300 E Avenue, Fort Lee, VA 23801-1800 no later than 4 p.m. on Aug 12, 2013. This notice is not binding on the Government and should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought.
