Description

Performance Work Statement for Providing Instructor/Course Support services to the Barnes Center at Maxwell AFB, AL. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Request for Information (RFI) is to gather information from the industry for the U.S. Air Force (USAF) Barnes Center, located at Maxwell Air Force Base (AFB), Alabama. See the attached draft Performance Work Statement (PWS) for Instructional Management for specific details. The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaptation and integration, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. The Government is seeking sources that are capable of providing instructors, graders, instructional management, and curriculum support for Barnes Center distance/blended learning Chief Master Sergeant (CMSgt) Leadership Course (CLC) programs. (PLEASE TAKE SPECIAL NOTE: Potential instructor personnel must meet all of the requirements listed in Paragraph 2.3 of the Performance Work Statement.) This RFI is prepared for planning purposes only and is not restricted to small business. If the Government decides to pursue a RFP, portions of your RFI response may be incorporated into the Performance Work Statement (PWS). Please provide the following information (10 pages or less, 12 pt, Times New Roman font): (1) Company name, address, point of contact, voice/fax telephone numbers, and e-mail address; (2) Type of business, i.e., small, small disadvantaged, woman-owned, Hub Zone, service-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 611710, size standard $14 million; (3) Provide experience in distance/blended learning instruction, grading, isntructional management, and curriculum support. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. Correspondence related to the RFI should be submitted electronically via e-mail. Request for information responses and any questions must be submitted in writing and forwarded to SrA Ronald Hirsch (ronald.hirsch@us.af.mil) and Mrs. Gail Vendel (gail.vendel@us.af.mil). The due date and time for responses to this RFI is 14 August 2013, 12:00 pm Central Standard Time. After review of the responses to this RFI, the Government may or may not proceed with an acquisition. Information the government releases related to this RFI will be made available on the Federal Business Opportunities site (www.fedbizops.gov). It is the potential offeror's responsibility to monitor this site for new information related to this RFI.
