- Construction Equipment Virtual Trainer (CEVT) - SPECIAL NOTICE DATED 1 AUGUST 2013 The purpose of this special notice is to solicit potential offerors input for the following information: Based on market research the Government has learned that the average lead time for delivery of 12-24 fully capable CEVT systems is 12 months after contract award (ACA). The Government would like to know if an Award/Incentive Fee would encourage an early delivery of 12 systems in a timeframe of 6-8 months ACA, and, if so, what amount of funding would be an effective award/incentive. Potential offerors are encouraged to submit a brief (NTE 1 page) summary of how an Award/Incentive Fee would impact initial delivery of CEVT systems to include the amount of funding needed to encourage reducing the delivery schedule to 6-8 months ACA and the impacts to the form, fit, function, and scenarios of systems delivered under the reduced schedule. Physical Configuration Audit (PCA) (SOW 3.1.1.3.7 and 3.1.3.7.1) - Would an incremental PCA, or a PCA conducted just prior to Test Readiness Review be less disruptive to the schedule? Please provide short explanation of your rationale. Note that the Government intends to conduct the PCA to the Line Replacement Unit (LRU) level. LRU is defined in SOW 3.3.7.1. 2. The API describes the Government's R&D effort in developing soil layers, soil orders, resistances, and weather effects for Dynamic Terrain. The request can be made through the CEVT Product Coordinator along with a PEO STRI Distribution Agreement. The CEVT test bed software Phase I currently has a Dynamic Terrain (DT) solution, One Semi-Automated Forces (OneSAF), and Synthetic Environment Core (SE Core). In mid-March the Government plans to release the capabilities and Applications Programming Interface for Phase II. The API information will let companies know in more detail what the Phase II test bed software capabilities will be and what language they can use to make those capabilities integrate with their own systems.
